This ambitious indicator reflects the powerful determination of the province while simultaneously posing significant challenges in organizational execution. It seems the province isn’t just setting the bar high; they are building a new bar entirely.
Immediately following the congress, the provincial Party Committee issued Resolution No.04-NQ/TU, which outlined the economic, social, national defense, and security objectives for 2026. While the resolution initially set a growth rate of 10.5%, the provincial people’s committee proactively developed an action plan and a growth scenario of 11.02%. Choosing a target higher than the original resolution demonstrates the decisive spirit of the provincial government and the collective effort of all sectors to push Điện Biên toward a green, smart, and sustainable development model.
State budget revenue is regarded as a vital engine for this progress. With a target exceeding VND 2,310 billion, the provincial people’s committee is sticking close to local realities, building detailed quarterly plans that focus heavily on land resource revenue. In the first quarter alone, the province aims to collect over VND 225 billion from land, a challenging figure that requires the government to aggressively remove obstacles for non-budget investment projects. By accelerating site clearance and organizing auctions, the province is creating the necessary conditions for investors to fulfill their financial duties, thereby fueling the local economy.
The Mường Thanh A urban residential area project in Điện Biên phủ ward is a key focus, involving nearly VND 614 billion in total capital across 5 hectares. However, land clearance has been a bottleneck, with only 1.3 hectares handed over to the investor so far. Nguyễn Quốc Ngũ, director of NQT Quảng Ninh Trading and Construction Joint Stock Company, has called for more drastic measures to early handover clean land so the project can stay on track. In response, Lò Văn Cương, permanent vice chairman of the provincial people’s committee, has ordered Điện Biên phủ ward to urgently verify land origins and complete inventories before the Lunar New Year, with a target to approve the entire clearance plan by March 10.
In the agricultural sector, 2026 growth is targeted at 4.03%, which includes the ambitious task of planting 2,500 hectares of macadamia and 5,000 hectares of coffee. Lê Xuân Cảnh, Director of the Department of Agriculture and Environment, noted that while the shift from short-term to long-term crops initially reduces output, the arrival of 1,782 hectares of coffee into the harvest cycle in 2026 will provide a significant boost. Localities are already reviewing land and encouraging residents to register for planting, ensuring that high-quality seedlings are ready for the 2026 season.
In tủa thàng commune, the enthusiasm is palpable; while the commune originally planned for 100 hectares of coffee, secretary Vừ A Hùng reported that residents have already registered for over 200 hectares. To keep up with this demand, the commune is partnering with cooperatives to build nurseries and secure seedling supplies. By now, 100% of communes and wards have tailored these targets to their local conditions. Despite the hurdles, the combination of political will, public consensus, and corporate partnership is set to create a distinct transition in the first year of this term, laying a firm foundation for the 2026–2030 period.
