Unity leads the country into a new era

ĐBP - The 14th National Party Congress takes place from January 19 to 25. The draft Political Report submitted to the 14th Party Congress has established a system of development goals and indicators for the 2026 - 2030 period, demonstrating the strategic vision and strong aspiration of the nation to rise in the new era.

The determined goals create motivation for rapid and sustainable growth, placing people at the center, serving as a foundation to realize the goal by 2045 of turning Vietnam into a developed, high-income country.

The general goal defined in the draft Political Report is to maintain a peaceful and stable environment; develop the country rapidly and sustainably associated with firmly protecting the Fatherland; comprehensively improve and enhance people’s lives; and ensure strategic autonomy, self-reliance, and confidence to march strongly into the new era. This is a goal that clearly demonstrates the viewpoint of comprehensive and harmonious development between economy, politics, society, national defense - security, and foreign affairs. In the context of rapid, complex, and unpredictable developments in the world and regional situation, setting the requirement of maintaining stability as a premise for development shows the consistent vision of the Party, while affirming the path to socialism is suitable for the practical conditions of Vietnam.

The strategic significance of the goals is even more evident when placed in the special timeline of the 14th Congress - the Congress opening the acceleration phase to realize two goals: By 2030, celebrating the 100th anniversary of the Party’s founding, Vietnam becomes a developing country with modern industry and upper-middle income; and by 2045, celebrating the 100th anniversary of the country’s founding, becoming a developed, high-income country.

In the economic field, the main development goals for the 2026 - 2030 period signify creating a strong breakthrough in growth quality. Setting the target of average GDP growth rate of 10%/year or more shows the aspiration to break through and overcome the old limits of the growth model. The indicator of GDP per capita reaching about $8,500 by 2030 reflects clear efforts to shorten the development gap with countries in the region, step by step escaping the middle-income trap.

Notably, indicators on economic structure and new growth drivers demonstrate deep development thinking. The proportion of processing and manufacturing industries reaching about 28% of GDP and the digital economy reaching 30% of GDP show a clear orientation in building a modern economy based on science - technology, innovation, and digital transformation. The contribution of total factor productivity (TFP) to economic growth reaching over 55% and labor productivity growth rate reaching about 8.5%/year are key indicators, reflecting the determination to improve growth quality, gradually reducing dependence on resource exploitation, capital, and simple labor. The goal of reducing energy consumption per unit of GDP at 1 - 1.5%/year and the urbanization rate reaching over 50% show the requirement for economic development associated with resource use efficiency and reasonable, modern development space organization.

Indicators on macro balance and resource mobilization and allocation continue to affirm the requirement for sustainable development and national financial safety. Total asset accumulation of about 35 - 36% of GDP, final consumption proportion of about 61 - 62% of GDP, and total social investment capital averaging 5 years of about 40% of GDP, of which public investment accounts for 20 - 22%, show a harmonious combination between state and private sector investment. The budget mobilization rate for the 2026 - 2030 period reaching 18% of GDP and budget deficit of about 5% of GDP reflect the requirement to both expand fiscal space to promote development and ensure financial discipline and public debt safety in the long term.

Socially, the set goals have profound humanistic significance, clearly demonstrating the viewpoint of inclusive development, leaving no one behind. The Human Development Index (HDI) strives to reach about 0.78; average life expectancy at birth reaches about 75.5 years, with healthy life expectancy reaching a minimum of 68 years, reflecting the goal of improving the quality of life and healthcare for all people, aiming for comprehensive physical, intellectual, and mental development. Reducing the rate of agricultural labor in total social labor to below 20% associated with the target of trained workers with degrees and certificates reaching 35 - 40% shows the orientation of shifting labor structure towards modernity, improving human resource quality, and meeting requirements.

The goal of maintaining the reduction rate of poor households according to multidimensional poverty standards in the 2026 - 2030 period from 1 - 1.5 percentage points/year demonstrates the determination for sustainable poverty reduction, emphasizing the requirement to narrow the regional gap, ensure social justice, and consolidate the people’s trust and consensus in the Party’s leadership.

Environmental indicators are determined to have long-term strategic significance, clearly demonstrating the commitment to sustainable development. Maintaining the forest coverage rate at 42%, raising the rate of treating and reusing wastewater discharged into river basin environments to about 65 - 70%, reducing greenhouse gas emissions by 8 - 9%, and ensuring 98 - 100% of production and business establishments meet environmental standards show the determination not to trade the environment for economic growth.

The overall goals defined in the draft Political Report submitted to the 14th Party Congress have created a comprehensive, strict, and highly feasible development orientation system; harmoniously combining rapid economic growth with sustainable development, and immediate goals with long-term vision. More importantly, it is the concretization of the aspiration to rise of the entire nation, a strong call for the entire Party, entire people, and entire military to promote the spirit of unity, autonomy, self-reliance, joint efforts, and unanimity to take Vietnam firmly into the new era - an era of wealthy, prosperous, civilized, and happy development.
