By dismantling numerous large cases and specialized projects while eliminating complex hotspots and seizing massive quantities of narcotics, these efforts have not only prevented and restrained drug crimes and social evils but also maintained social order and safety. This stable environment has fostered socio-economic development and strengthened public confidence. However, reality indicates that the situation regarding drug crimes and social evils remains complex with many unpredictable elements.
During the 2021 - 2025 period, there was an increase of 1,066 cases and 1,384 subjects compared to the previous stage. Notably, the dangerous nature and severity of drug crimes are rising, and the appearance of many new types of narcotics has created difficulties for detection and control. Criminal acts related to drug addicts continue to account for a high percentage, placing significant pressure on the task of ensuring security and order.
In this context, the requirement to strengthen Party leadership over drug prevention is not only urgent but also carries long-term strategic significance. Resolution No.05-NQ/TU, issued on December 24, 2025, by the Provincial Party Standing Committee, clearly identifies drug prevention and control as a central and regular task for the entire political system, aiming for the goal of building a drug-free locality by 2030. The resolution demands a determined and synchronized implementation with close coordination between all levels, sectors, and socio-political organizations under the direct and comprehensive leadership of Party committees and the unified management of governments at all levels. Within this framework, the People’s Public Security force maintains a core role, presiding over the combat, prevention, detection, and handling of drug crimes.
Beyond enhancing Party leadership and governmental management, drug prevention efforts across the province continue to be deployed by leveraging the combined strength of the entire political system and the people, with the grassroots level serving as the focal point. Solutions are implemented consistently and continuously, focusing on improving quality and efficiency across the three pillars of preventing supply, reducing demand, and minimizing harm. Among these, the task of preventing drug supply is identified as the key, with a focus on fighting and eradicating complex points, trading and transport rings, and individuals involved in the illegal possession or use of narcotics.
Right from the early months of 2026, functional forces achieved several consecutive victories by successfully dismantling many large specialized cases. On March 8, 2026, Case ĐB326.2p was solved with the arrest of Giàng A Sìa (born 2002), a resident of Huổi Hạ village in Na Sang commune, leading to the seizure of three packages of synthetic drugs containing 18,000 pills. Following this, on March 24, 2026, in the Trại Bò area of Na Son commune, border guards, provincial police, and customs forces coordinated to successfully break Case ĐB326.3p, arresting Giàng A Đông (born 2003) from Mường Bám commune in Sơn La province for illegal drug transport and seizing 60,000 synthetic drug pills.
Towards the objective of a drug-free province by 2030, the provincial People’s Committee has directed the establishment of five units providing home and community-based detoxification services, 20 commune-level detoxification counseling points, and three pilot models for voluntary community-based detoxification.
Additionally, seven pilot models for the management and prevention of relapse and community reintegration support for former addicts have been initiated. Building these pilot models, mobilizing the public, and developing the “All People Protect National Security” movement help consolidate security and order at the grassroots level. Selected localities identify this as a central task, linked to the core roles of socio-political organizations, village heads, and reputable community members. Efforts are being made to replicate models like “Drug-free Families,” “Drug-free Villages,” and “Drug-free Residential Groups,” moving toward “Drug-free Communes and Wards” and a “Drug-free Border Belt.”
Demand reduction measures are strictly implemented through comprehensive reviews and accurate statistics on 100% of addicts, illegal users, and those in post-detoxification management. Meanwhile, harm reduction is being promoted by expanding and improving the quality of medical and psychological counseling and support services, integrated with the prevention of HIV/AIDS and infectious diseases to limit the consequences caused by drugs.
To create a clear and sustainable shift in drug prevention, the determined and regular involvement of the entire political system under the direct leadership of the Party is essential. When these solutions are synchronized with grassroots reality, the goal of a drug-free locality by 2030 is entirely achievable, contributing to sustainable socio-economic development.
