Steadily advancing on journey of development

ĐBP - Since the first General Election electing the National Assembly of the Democratic Republic of Vietnam (January 6, 1946), now the Socialist Republic of Vietnam, the National Assembly has gone through 80 years of formation and development, with 15 terms of operation, always accompanying the nation through revolutionary stages.

Within that 80-year flow lies the imprint of generations of National Assembly deputies of Điện Biên province, a glorious journey accompanying the development of the province and the whole country.

On January 6, 1946, responding to the call of President Hồ Chí Minh, voters nationwide participated in the first General Election to elect the first National Assembly. This momentous event entered our country’s history as a brilliant milestone, marking a leap in democratic institutions and opening a new era of development for the country. The General Election elected 333 deputies, representing parties, workers, farmers, revolutionary soldiers, women, ethnic minorities, intellectuals, merchants, and cultural and religious activists from all three regions: North - Central - South.

The victory of the first General Election to elect the National Assembly of Vietnam had immense significance, marking the maturity of the Vietnamese revolutionary State, opening a new era with a unified National Assembly and Government, a progressive Constitution, and a fully nominal administrative system; affirming the legality and democracy of the Democratic Republic of Vietnam - a State of the people, by the people, and for the people. At the same time, it affirmed the correct and creative guidelines and lines of the Party and the ingenious leadership of President Hồ Chí Minh; expressing the absolute trust of the Party and President Hồ Chí Minh in the patriotism and democratic aspirations of the People, and the power of the great national unity bloc.

Through 80 years of formation and development, the National Assembly of Vietnam has ceaselessly grown, being the embodiment of the great national unity bloc, the highest representative body of the People, and the highest State power body. The National Assembly has gone through many historical periods full of difficulties but has always successfully completed its tasks, from the period of resistance and nation-building to building socialism, renovation, and international integration. The National Assembly has continuously innovated its organization and operation, promulgated many important laws and resolutions, and exercised supreme supervision over State activities, contributing to building an increasingly strong rule-of-law State for the benefit of the People and the country.

Over the past 80 years, along with the growth of the National Assembly of Vietnam, the activities of the National Assembly Delegation and National Assembly deputies of Điện Biên province have gone through glorious stages, making important contributions to the cause of protecting, building, and developing the province and the country.

Lò Thị Luyến, Deputy Head in charge of the provincial National Assembly Delegation, said: “In the 15th National Assembly term, sticking closely to the working program of the National Assembly, the provincial National Assembly Delegation has constantly innovated its methods of operation, upholding the sense of responsibility, thereby leaving clear marks in many fields of work. The achieved results have clearly affirmed the role and position of the provincial National Assembly Delegation; creating an important foundation to continue promoting the role of representing the will and aspirations of voters, contributing to improving the validity and efficiency of the National Assembly’s operations in the coming time.”

In the 2021 - 2026 term, the Điện Biên provincial National Assembly Delegation has actively performed law-making tasks, strengthening the organization of collecting opinions from voters in the province and agencies, units, and localities on law projects under the direction of the National Assembly Standing Committee through many forms. It organized 30 conferences to collect opinions on 40 law projects and draft resolutions of the National Assembly, and sent opinions on more than 70 law projects, resolutions, and drafts for comments at National Assembly sessions.

Clearly identifying the pivotal role of voter contact activities in the relationship between National Assembly deputies and the people, the provincial National Assembly Delegation considers this a key task and an important information channel to listen to and reflect the legitimate thoughts and aspirations of voters to the National Assembly and relevant agencies. The provincial National Assembly Delegation coordinated with the provincial Vietnam Fatherland Front Committee to organize 53 voter contact conferences before and after regular sessions at 10/10 districts, towns, and cities (before the merger) and 8 voter contact conferences at 8/45 commune-level units (after the merger) with nearly 8,500 voters attending.

Especially, from the reality of many difficulties and obstacles in the process of deploying national target programs on building new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas, the Điện Biên provincial National Assembly Delegation proposed the National Assembly conduct supreme supervision to evaluate the midterm results of implementing National Assembly resolutions on the 5-year plan 2021 - 2025. The focus of supervision is the work of building and perfecting mechanisms and policies; timely detecting and recommending remedies for shortcomings and limitations; removing difficulties and obstacles in the implementation process; and simultaneously proposing solutions to perfect mechanisms and policies, improving the validity, efficiency, and quality of deploying programs in the next phase.

Based on the proposal of the Điện Biên provincial National Assembly Delegation, the National Assembly conducted supreme supervision on the thematic topic “The implementation of National Assembly resolutions on national target programs for building new rural areas in the 2021 - 2025 period, sustainable poverty reduction in the 2021 - 2025 period, and socio-economic development in ethnic minority and mountainous areas in the 2021 - 2030 period”.

Citizen reception work is given attention, implemented seriously, and ensures legal regulations. The provincial National Assembly Delegation assigns National Assembly deputies to receive citizens periodically every month at the provincial citizen reception headquarters and receive citizens regularly at the working headquarters of the provincial National Assembly Delegation. Citizens coming to file complaints, denunciations, petitions, and reflections are guided and explained about relevant policies and laws; there is no situation of large crowds filing complaints or denunciations.

From the beginning of the term until now, the provincial National Assembly Delegation has received 293 applications (18 complaints, 42 denunciations, 233 petitions and reflections). Through research and consideration, 100% of applications have been processed, of which: 58 eligible applications were transferred to competent authorities for resolution; 23 applications were notified and guided; and 212 applications were filed.

With a spirit of strong innovation, firm political mettle, and high determination, the Điện Biên provincial National Assembly Delegation continues to affirm its role as a reliable and effective “bridge” between the Party’s will and the people’s heart; timely conveying the legitimate thoughts and aspirations of voters to the National Assembly and competent authorities. Thereby, contributing to realizing the aspiration of building Điện Biên into a fairly developed province in the region, stepping firmly with the whole country into a new era of development.
