Spreading “Digital Party cell” and “Digital family” models

ĐBP - Digital transformation is becoming an inevitable trend, profoundly impacting all areas of social life. In this context, bringing technology closer to the people, especially women in rural and ethnic minority areas, is identified as an important task, contributing to bridging the digital divide and creating a foundation for building a digital society.

Over the past time, the Women’s Union at all levels in the province has deployed the “Digital Party cell” and “Digital family” models, thereby improving digital skills, innovating operational methods, and enhancing the effectiveness of dissemination and member mobilization.

In Thanh Nưa commune, the “Digital Party cell” and “Digital family” models were piloted by the commune Women’s Union at the Pom Mỏ Thổ village Women’s Branch. This is a branch where 100% of the members are Tày ethnic women, whose lives primarily rely on agricultural production. When first deployed, many members, especially the elderly, were still limited in using smartphones and social media applications. Therefore, guiding and supporting members to access technology was identified as a key focus right from the early days of establishment.

Nông Thị Lợi, Head of the “Digital Party cell” and “Digital family” models in Pom Mỏ Thổ village, stated that initially, some older women did not know how to use Zalo and did not have social media accounts. However, after being specifically disseminated and guided, and clearly understanding the goals of the model, the members actively participated. Currently, the branch has nearly 40 members. Young members support and guide older ones, thanks to which many women have learned how to create accounts, join Zalo groups, and use basic operations to access information and exchange work.

Moving from being hesitant about technology, many members have proactively learned and realized the practical effectiveness of the models in their lives. Nông Thị Điệp from Pom Mỏ Thổ village shared that previously, she did not know how to use a smartphone, and internet access was limited. Upon joining the model, guided by other women and her descendants, she gradually learned to use the internet and perform some basic transactions. She found that receiving her salary via bank account and paying for electricity and water without cash makes things more convenient, saves time, and reduces the effort of traveling.

Lê Thị Ngà, President of the Thanh Nưa commune Women’s Union, noted that through the use of Zalo and Facebook, official information, guidelines, policies, and Union activities are shared quickly and promptly. The models contribute to improving the quality of dissemination work, creating cohesion within the Union organization, and simultaneously spreading local emulation movements. In the coming time, the Thanh Nưa Commune Women’s Union will continue to expand the models across the entire area, aiming for 100% of women’s branches to have a “Digital Party cell” and “Digital family”.

At the end of April, the Núa Ngam commune Women’s Union launched a pilot “Digital Party cell” and “Digital family” model in Phú Ngam village with 40 members. Although the models have only recently gone into operation, the awareness and skills in applying digital technology among many female members have shown clear positive changes. Members are getting used to using smartphones, joining Zalo groups to update information, exchanging work, and participating in the Union’s activities. Dissemination work has been innovated in a fast, prompt manner suitable to practical conditions, ensuring the effectiveness of information transmission without the need to organize face-to-face meetings.

Quàng Thị Tuyết, President of the Núa Ngam commune Women’s Union, said that by participating in the models, members are guided on using smartphones, social media, and digital platforms to serve dissemination, information exchange, and household economic development. Many members know how to use social networks to promote local agricultural products and goods; step by step accessing online sales, introducing products via livestreams, and making cashless payments.

 Determining to continue promoting digital transformation in the Union’s activities, taking the “Digital Party cell” and “Digital family” models as key tasks, the Union aims to replicate the models to many women’s branches and increase the number of participating “Digital family” model. It strives to have 85% of branch officials using digital platforms in administration, management, and activity deployment.

Since the beginning of the year, the Women’s Union at all levels across the province has established 8 “Digital Party cell” and “Digital family” models in the communes of Mường Ảng, Thanh Nưa, Thanh Yên, Núa Ngam, Tủa Thàng, Tủa Chùa, and Điện Biên Phủ ward. The models contribute to innovating the Union’s operational methods towards flexibility and modernity, enhancing digital capacity for women, and gradually bringing digital transformation into reality from the grassroots level.
