Attending the working session were leaders of central ministries and branches. On the side of Điện Biên province, there were comrade Trần Tiến Dũng, Member of the Party Central Committee, Secretary of the provincial Party Committee, and Head of the provincial National Assembly Deputy Delegation; comrades of the Standing Board of the provincial Party Committee, Members of the Standing Board of the provincial Party Committee; the Standing Board of the provincial People’s Council, and leaders of the provincial People’s Committee and the provincial Việt Nam Fatherland Front Committee.

At the working session, comrade Lê Văn Lương, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee, briefly reported on the situation of socioeconomic development, national defense and security assurance, and foreign affairs in the first 8 months of 2026, alongside key tasks for the final months of the year of Điện Biên province.

Điện Biên province urged the Government to direct the Ministry of Construction to lead and coordinate with ministries, branches, and Điện Biên province to review the Master Plan for development of the dry port system for the 2021 - 2030 period, with a vision to 2050, including the addition of 1 dry port in Điện Biên province. The province also requested the Prime Minister and the Ministry of Industry and Trade to soon approve the update, adjustment, and supplement of Power Development Plan VIII in accordance with the contents Điện Biên province had proposed and recommended.

Specifically, for the 2026 - 2030 period, Điện Biên province proposed adding a scale of approximately 12,698 MW of solar power, consisting of 10,000 MWac of solar power combined with 20,500 MWh BESS and 2,698 MW of ground-mounted solar power; synchronously investing in transmission infrastructure, substations, and 500kV, 220kV, and 110kV power lines, so that the province can exploit energy development potential and foster the province’s socioeconomic growth.

At the same time, the province proposed researching and soon promulgating policies to promote the development of power transmission grid infrastructure under the public-private partnership (PPP) form. It also urged the Government to permit Điện Biên province to research and formulate a project proposing the establishment of the Việt Nam - Laos Cross-Border Trade Zone associated with Tây Trang International Border Gate, focusing on commerce, logistics, warehousing, transshipment, distribution of goods, import-export support services, e-commerce, and border gate tourism.

The province suggested that the Ministry of Industry and Trade lead and coordinate with the Ministry of Finance to permit Điện Biên province to open a duty-free shopping center in Điện Biên Phủ ward, outside the perimeter of Tây Trang International Border Gate. The province additionally requested the Permanent Deputy Prime Minister to pay attention, orient, and introduce capable domestic and foreign investors in the fields of industrial park development, carbon credits, and mineral extraction and deep processing to support provincial growth, create jobs, and contribute to ensuring, consolidating, and firmly maintaining national defense and security.

During the working session, leaders of central ministries and branches exchanged views and clarified Điện Biên province’s recommendations and proposals; at the same time, they provided orientations and suggested numerous solutions to resolve difficulties, effectively exploit potentials and advantages, and create momentum to promote the province’s socioeconomic development in the upcoming time.

Delivering the concluding speech at the working session, Permanent Deputy Prime Minister Phạm Gia Túc recognized and commended the achievements in fulfilling the tasks of socioeconomic development, national defense and security assurance, and foreign affairs in the first 8 months of 2026 by Điện Biên province. Promoting the achieved results, Permanent Deputy Prime Minister Phạm Gia Túc requested Điện Biên province to continue accelerating the improvement of the investment and business environment; increasing investment attraction and promoting export activities; focusing on enhancing the quality of human resources; strengthening linkages and cooperation with universities to open campuses in Điện Biên; and paying attention to investing in and synchronously developing transport infrastructure.

At the same time, the province must pay attention to improving the quality of the contingent of cadres from the provincial to grassroots levels, ensuring they meet task requirements in the new situation; step up the disbursement of public investment capital, striving to complete 100% of the 2026 plan. The province needs to focus on comprehensively developing the sociocultural field, ensuring social security, and gradually improving the material and spiritual lives of ethnic minorities; fully and promptly implement regimes and policies for students, vulnerable individuals, and people in difficult circumstances.

It should continue perfecting and operating effectively the two-tier local government model; prioritize improving the capacity of the commune-level cadre contingent, especially in border communes and exceptionally difficult areas. Furthermore, the province must accelerate administrative procedure reform, elevate the quality of service for citizens and businesses; and concurrently strengthen administrative discipline and order, upholding the responsibility of heads of agencies.

Regarding the province’s proposals, Permanent Deputy Prime Minister Phạm Gia Túc assigned central ministries and branches, according to their functions, duties, and authority, to urgently study, coordinate, guide, and proactively resolve and remove difficulties and obstacles for the locality.

Speaking at the working session, Secretary of the provincial Party Committee Trần Tiến Dũng respectfully thanked and seriously accepted the profound, comprehensive directing opinions of Permanent Deputy Prime Minister Phạm Gia Túc, along with the exchanges and feedback from leaders of central ministries, boards, and branches. Điện Biên province will urgently concretize the directive opinions in the spirit of “clear personnel, clear tasks, clear responsibilities, clear timelines, clear products, and clear efficiency.” At the same time, it will strengthen inspection and urge implementation to ensure tasks are carried out synchronously, effectively, and substantively.
