Recently, the province has deployed many large key works and projects with significant meaning for the socio-economic development strategy, ensuring social security, and improving people’s lives. The implementation process involved a large volume of work, complex site clearance, and urgent execution time. However, the flexible application of the “6 clears” spirit has become an important motivation helping Điện Biên innovate leadership methods, improve management efficiency, and turn correct guidelines into specific results. The entire political system is determined to act with the motto “discuss only to do, not to back out,” “words go together with actions”; wherever difficulties and obstacles arise, they must be analyzed in reality to identify clear causes and find solutions to resolve them completely right there. Thanks to that, many bottlenecks have been removed in a timely manner, creating favorable conditions for projects to be completed, contributing to step-by-step perfecting the province’s economic infrastructure picture towards synchronization and modernity.

Especially in the field of public investment, the “6 clears” spirit is clearly shown through deploying: clear projects, clear capital sources, clear disbursement progress, clear responsibilities of investors as well as related units, limiting delays, and contributing to the effective use of State resources. In the field of agriculture and rural areas, deploying agricultural production development projects, Điện Biên identifies clear regions, key agricultural products (tea, macadamia, coffee, rubber...), and clear support subjects. Poverty reduction policies are deployed towards clear poor households, clear causes of poverty, and clear solutions to support effectively, avoiding spread-out and formalistic approaches.

Grasping the “6 clears” spirit in the performance of official duties by the contingent of cadres and civil servants has contributed to limiting the situation of pushing away or avoiding responsibility and working formally, moving towards clear roles and clear tasks. 2026 is the first year implementing the resolutions of Party congresses at all levels, the first year and the first term of the new development period, after the milestone of implementing the 2-level local government model. Điện Biên strives for a GRDP economic growth rate of 10.5%, and GRDP per capita reaching VND 60 million/person/year. According to the Action Program implementing the Resolution of the 15th provincial Party Congress, term 2025 - 2030, Điện Biên focuses on 3 strategic breakthroughs in institutions with the determination to build a government close to the people, serving the people and businesses. Mobilizing maximum resources for socio-economic infrastructure development. Focusing on investing in transport infrastructure, especially the Sơn La - Điện Biên - Tây Trang Border Gate expressway, the road connecting National Highway 12 to A Pa Chải - Long Phú border gate and the A Pa Chải border gate Economic Zone, and step-by-step completing inter-regional, inter-commune, and rural transport routes. The province focuses on effectively exploiting potentials in historical tourism, ethnic culture, nature, experience, resort, and sports entertainment.

Along with implementing strategic breakthroughs, Điện Biên drastically reforms administration and improves the investment environment; continuing to innovate the growth model, developing regions and economic spaces based on the provincial Planning. The targets set for 2026 and the coming period are very heavy tasks, requiring the Party organization, administration, and people of all ethnic groups in Điện Biên province to be of one mind and one heart, unified from will to action. Therefore, taking advantage of opportunities, grasping favorable conditions, and at the same time clearly identifying challenges to step-by-step overcome them and create breakthroughs is extremely important.
