The Na Sang commune Multi-level Primary and Secondary Boarding School is invested and constructed on an area of 5.4 ha, with a total investment of VND 275 billion. The project is synchronously and modernly planned. Upon completion, it will serve as a complete educational complex satisfying the learning and living needs of students across Na Sang commune, step-by-step upgrading educational quality while creating a driving force to boost socio-economic development, finalize infrastructure, and elevate residents’ living standards.
According to the Na Sang commune People’s Committee, the total land area recovered to execute the project is 56,685.4 m², affecting one organization and 86 households and individuals. In addition, to serve the waste dump component and soil quarries No.1 and No.2, the project recovered an extra 28,026.5 m² of land from 9 households and individuals. The workload is massive, while much of the land area was self-reclaimed by residents many years ago and lacks legal paperwork, making the verification of land origins face numerous difficulties.
Identifying public mobilization work as the deciding factor to create public consensus, the Party Committee and People’s Committee of Na Sang commune established dissemination teams, coordinating with the Fatherland Front and mass organizations to head down directly to each village and residential group to disseminate the guidelines and policies of the Party and State. They focused on communicating the meaning and long-term benefits of the project toward local development and the future education of local ethnic children.
Beside executing dissemination through village and residential group meetings and the grassroots-level loudspeaker system, commune cadres and mass organizations also visited each household to grasp thoughts and aspirations, while resolving the difficulties and bottlenecks of residents. For households that remained anxious and lacked consensus, commune cadres alongside party cell secretaries, village heads, and prestigious individuals persistently mobilized them through diverse forms under the motto of “persistent persuasion.”
Among the households with land areas falling under the site clearance scope, the family of Lường Thị Soong, residing in Residential Group 1, Na Sang commune, possessed over 3,000 m² of paddy fields self-reclaimed many years ago. This stood as the main income source for the entire family, so when the policy to recover land for building the multi-level school was issued, she and her family members could not help but feel worried.
Lường Thị Soong shared: “Initially, my family was very anxious about losing production land. However, after being disseminated and explained to by commune cadres, the party cell secretary, and the village head regarding the meaning of building a school for local children, our family understood and agreed to the State’s support and compensation plan. We are ready to hand over the land so the project can be deployed on schedule.”
Implementing the Party and State’s guidelines on constructing the multi-level school in the commune, the party cell of Residential Group 1 in Na Sang commune alongside mass organizations actively conducted dissemination for local households through various methods. Tòng Văn Sen, Secretary of the Party Cell of Residential Group 1, Na Sang commune, stated: “For households that are still hesitant, we and the mass organizations head directly to their homes to disseminate and explain. If they do not understand the first time, we return a second or third time. Thanks to this, households have clearly grasped the project’s significance, reached consensus on the compensation plan, and proactively handed over land to the construction unit. To date, all 86 households with recovered land in Residential Group 1 have agreed to hand over the ground.”
In addition, the party committee and authority of Na Sang commune have coordinated with the provincial Land Fund Development Center, the Fatherland Front, and mass organizations to enhance dissemination and dialogues with citizens. Up to now, 100% of the public’s legitimate opinions and recommendations have been received and completely resolved by the Na Sang commune government. 100% of households with recovered land areas have agreed to the project implementation guidelines and handed over the site to the construction unit.
Nguyễn Xuân Hoàng, Deputy Head of the Party Building Board of Na Sang commune, informed: “To create public consensus, the Commune Party Building Board has coordinated tightly with the Fatherland Front, mass organizations, party cell secretaries, and village heads to head directly to the grassroots level to mobilize residents. We accelerated dissemination on mass media and social networks, helping people clearly understand the benefits of the project toward the cause of education and local development. Concurrently, contents regarding land recovery, asset counting, and compensation and support plans are publicly posted at the commune People’s Committee headquarters and residential group community houses for the public to track and monitor.”
