After more than 2 months of being seconded to work at Sáng Nhè commune, Nguyễn Văn Tài, an official of the Center for Informatics - Foreign Languages, Điện Biên College, started the assigned work immediately. With his expertise, he was assigned to the Culture - Social Affairs Division and put in charge of the commune’s science and technology sector. Tài confided that in the early days of changing to a new working environment, he also encountered some difficulties as the assigned work was substantial, covering many fields, and some documents related to science and technology and digital transformation were only recently accessed.
After a period of getting used to it, he has quickly approached the work and completed assigned tasks. Recently, he advised on building the digital transformation plan and the commune’s digital literacy plan; advised on deploying work contents and building reports related to science and technology; and participated in organizing public opinion collection on merging school units in the area. During the working process, he also regularly exchanges, supports, and guides colleagues on how to present document formats when making reports, imparting some basic knowledge about informatics, and correcting errors when using Word and Excel software.
Similarly, being seconded to work at Sam Mứn commune, Nguyễn Quang Dũng, a civil servant of the Infrastructure Management Division (Department of Construction), was assigned tasks at the Economic Division and put in charge of construction and transport, as well as advising on some contents related to other fields. Dũng shared that by promoting personal capacity, he actively studied documents to urgently grasp and approach the assigned work. Recently, he advised and handled many jobs ensuring progress and quality. Specifically, he advised the commune on contents related to investment and construction of projects and works in the area; planning work, construction management, infrastructure management, and construction material management; performed synthesis and reporting, and participated in contributing opinions on some contents as requested by relevant departments, sectors, and units. He also coordinated with other civil servants in the division to perform jobs related to the fields of agriculture - environment, industry and trade, and finance - planning.
Besides completing assigned tasks well, Dũng also regularly exchanges and guides other specialists during the working process, especially regarding the application of new regulations of the Law on Investment, Law on Construction, Law on Bidding, Law on Urban and Rural Planning, as well as related documents. At the same time, he helps the commune’s professional staff connect with specialists in charge of planning, infrastructure management, and construction management fields of the Department of Construction to remove difficulties and support the commune in implementing the 2-tier local government model; supporting exchange and connection with specialists of provincial boards, departments, and sectors to accelerate work progress.
Lê Đình Tuyên, Deputy Director of the Department of Home Affairs, said that to strengthen human resources for the grassroots and improve public duty execution capacity for the commune-level cadre and civil servant team, the province decided to second 52 civil servants and public employees belonging to provincial boards, departments, sectors, and public career units to work at communes. Upholding the spirit of responsibility and promoting personal capacity, the seconded staff team proactively approached work at the grassroots quickly, performed assigned tasks well, and actively advised local party committees and authorities.
Especially, seconded staff proactively guided on professional expertise and passed on experience to the commune staff team, serving as a bridge between local party committees and their working agencies and units. It can be said that this is an effective solution in strengthening capacity for the grassroots, both helping communes solve assigned tasks immediately and helping to train and foster the existing civil servant team. Thereby, step-by-step improving capacity and meeting task requirements in implementing the 2-tier local government model.
