Implementing the provincial Party Committee’s policy to bolster human resources for communes and wards under the two-tier local government model, the provincial People’s Committee issued Decision No. 2446/QD-UBND dated October 17, 2025, approving a list of 52 qualified civil servants and public employees from provincial agencies to be seconded to 34 communes across the province.
Seconded officials were selected from specialized fields, including information technology, communications, digital transformation, construction and transport, industry and trade, labor and home affairs, justice, agriculture and land management, culture, and finance and budgeting.
Phạm Mộng Điệp, Deputy Head of the Planning-Technical and Project Preparation Division under the provincial Civil and Industrial Works Project Management Board, was seconded to Xa Dung commune People’s Committee. At the grassroots level, he quickly applied his expertise, sense of responsibility, and practical experience to help local authorities address multiple challenges and improve governance efficiency.
“During my secondment, I was directly involved in handling various technical tasks related to construction investment, planning, infrastructure management, and project preparation”, Điệp said. “I advised and monitored 11 projects from preparation to final settlement. Most were completed on schedule with no backlog in documentation. Through careful review of records, volumes, unit prices, and acceptance procedures, we helped save around 5% of State budget costs compared to initial estimates.”
Similarly, Nông Huy Thiêm, an official from the Employment Service Center under the Department of Home Affairs, was seconded to the Culture-Social Affairs Division of Tủa Thàng commune. He worked closely with relevant agencies to transfer knowledge, guide procedures, and build capacity among local officials, contributing to improved effectiveness in State management.
“Working at the commune level, I directly guided local officials in implementing national target programs in a coordinated and effective manner, from planning to execution”, Thiêm said. “I also collaborated with relevant units in enrollment and vocational training linked to real needs, while advising and connecting job opportunities for residents. This helps improve human resource quality, create sustainable livelihoods, and promote socio-economic development locally.”
Commune-and ward-level People’s Committees have effectively received and assigned seconded personnel in line with their expertise, experience, and job positions. These officials have been facilitated to join inspection and field survey teams to quickly grasp local conditions and provide practical policy advice. Their performance is regularly monitored and evaluated, with emerging difficulties promptly reported to competent authorities for resolution.
Trương Hồng Bách, Chairman of Búng Lao commune People’s Committee, said: “After receiving a seconded civil engineer specializing in bridge and road construction, we assigned him to the Economic Division. It is clear that seconded officials have helped address shortages in specialized staff in construction and transport. They have actively advised the commune in receiving, managing, and implementing ongoing and transferred projects, thereby improving State management efficiency and supplementing qualified human resources at the grassroots level.”
According to the Department of Home Affairs, after six months of secondment, civil servants and public employees have left a strong mark at the grassroots level. In addition to strictly complying with working regulations, they have quickly adapted, taken initiative, and effectively applied their professional expertise to support communes in advisory work, program development, administrative procedures, and sectoral management. As a result, administrative processing has accelerated, service quality for citizens has improved, and pressure on local officials has been reduced.
Notably, seconded officials have also directly shared professional experience, skills, and working methods with local staff. Through hands-on guidance and close support, many grassroots-level limitations have gradually been addressed, contributing to positive changes in administrative reform, digital transformation, and the quality of administrative record management and inter-agency coordination.
Given these positive outcomes, the Department of Home Affairs has recommended that the provincial People’s Committee continue the secondment policy to further strengthen resources and enhance grassroots-level capacity in the coming period.
