The ceremony was attended by prominent officials, including: Trần Quốc Cường, Member of the Central Committee of the Communist Party, and Secretary of the provincial Party Committee; Lê Thành Đô, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee. Representatives from various departments, organizations, and students from Điện Biên provincial Ethnic Boarding School who had participated in Russian language courses also attended the event.

The sacred soil was taken from the Piskaryovskoye Memorial Cemetery, which is home to the Monument to the Motherland, dedicated to the memory of the sacrifices made by the people and soldiers of Saint Petersburg during the Nazi siege. The jar of sacred soil was formally presented to the delegation from Điện Biên province during their official visit to Russia in May. Today, it was handed over to the Điện Biên Phủ Victory Museum for safekeeping and exhibition.

Speaking at the ceremony, Trần Quốc Cường emphasized the significance of this event, describing it as a symbol of love for peace and a continuation of the noble international friendship between Vietnam and the Russian Federation. He expressed his heartfelt wishes for the Điện Biên Phủ Victory Museum to showcase the sacred soil to visitors, particularly the younger generation, to help them understand the losses and sacrifices of the Soviet Red Army, who contributed to the anti-fascist revolutionary cause.
