Public investment plan focuses on key projects and priority order

ĐBP - On the morning of March 20, Trần Tiến Dũng, Member of the Party Central Committee and Secretary of the Điện Biên provincial Party Committee, along with members of the Standing Board of the provincial Party Committee, chaired a conference regarding the public investment plan for the 2026-2030 period, national target programs, and the multi-level boarding school projects in border communes.

During the session, the Party Committee of the provincial People’s Committee reported on the implementation of the medium-term public investment plan for 2021-2025, which saw a detailed allocation of VND 18,466.180 billion. The disbursement rate for this period, including capital permitted for extension, is estimated to reach approximately 88.3% of the plan assigned by the provincial People’s Council.

Looking forward to the 2026-2030 period, the total capital demand reported to the Ministry of Finance amounts to VND 64,786.159 billion, excluding national target programs. This request includes VND 55,932.3 billion from the central budget and VND 8,853.852 billion from local sources.

This medium-term plan is built upon the development orientations of the 15th provincial Party Congress Resolution for the 2025-2030 term, the provincial Master Plan for 2021-2030 with a vision to 2050, and the five-year socio-economic development plan. The plan aligns with the province’s five-year financial capacity and ensures that capital is allocated to tasks and projects according to the priority order established by the Law on Public Investment and Ministry of Finance guidelines.

For the 2026-2030 national target programs, Điện Biên province will implement five major initiatives. These encompass a drug prevention program requiring VND 900.436 billion and a cultural development program for 2025-2035 with a first-phase requirement of VND 4,813 billion.

Furthermore, the province will carry out a combined initiative for rural development, poverty reduction, and ethnic minority socio-economic growth with a budget demand of approximately VND 39,582.053 billion. Other priorities include an educational modernization program with a phase-one budget of VND 4,476.795 billion and a healthcare and population development program estimated at VND 1,164 billion.

Regarding the border commune boarding schools, 10 out of 15 projects have been approved with construction and contractor selection completed, while the remaining five are being accelerated through the appraisal and approval process to secure their capital allocation. For the ten active projects, the total capital arranged for 2025 was VND 682.55 billion, and as of January 31, 2026, VND 654.073 billion has been disbursed, representing 95.83% of the assigned plan.

Delegates at the conference focused on solutions for obstacles arising from the two-tier local government model and recommended further resource balancing to ensure sufficient funding for the thematic resolutions of the upcoming term.

Concluding the meeting, Trần Tiến Dũng emphasized that the 2026-2030 plan must strictly follow central and provincial principles, ensuring that investments are concentrated on key, urgent projects rather than being spread too thin. He specifically highlighted projects related to defense, security, and provincial action programs as top priorities. Furthermore, the Provincial People’s Committee was tasked with accelerating disbursement in the second quarter and promoting effective economic development models to achieve the province’s socio-economic goals.
