During the session, leaders of the provincial Border Guard Command reported on the execution of tasks concerning the management and protection of territorial sovereignty and national border security, the fight against various types of crimes, and the maintenance of security and order in border areas, alongside force building and political task fulfillment in the first half of 2026. The leadership also outlined difficulties and snags during task deployment, proposing several contents to upgrade the efficiency of border management and protection to meet task requirements in the new situation.
The participating delegates focused on solutions to upgrade coordination efficiency between the Border Guard force and levels or sectors in border management, aiming to build a solid all-people border defense posture to firmly maintain political security and social safety while driving local socio-economic development.
Opinions centered heavily on coordinating to ensure security and order, fighting against crimes, and effectively executing Project 173 toward building a drug-free Điện Biên province. Furthermore, delegates discussed joint efforts in production development, disaster prevention, forest fire control, and the implementation of national target programs. The exchange also touched upon the progress of officially opening the A Pa Chải - Long Phú border gate, joint tourism development along the border line - especially at the tri-border junction in Sín Thầu commune - upgrading import-export efficiency, boosting digital content applications in border dissemination, and preventing child or consanguineous marriage.
Speaking at the working session, Secretary Trần Tiến Dũng acknowledged and highly appreciated the efforts of the provincial Border Guard Command in firmly managing and protecting national border sovereignty, proactively grasping situations, and advising local authorities to handle arising issues from the grassroots.
The Secretary directed that it is vital to build an all-people border defense foundation and posture in border areas in a truly effective and creative manner, particularly within the context of implementing the two-tier local government model and merging villages. He urged the force to continue advising the province on leadership guidelines to safeguard territorial sovereignty and national border security, while transitioning leadership methods toward the motto of “clear individuals, clear tasks, clear timelines, clear responsibilities, and clear results.” He emphasized assigning specific tasks instead of speaking in general terms, stating that regarding the upgrade of border gates, there must be a firm determination to complete the upgrade of the Huổi Puốc border gate by the end of the third quarter at the latest, or striving for this coming August.
Furthermore, the Secretary required the forces to cooperate in untangling difficulties for immigration and import-export. Instead of focusing solely on control, the operational mindset must shift toward development enablement, cutting administrative procedures to create prompt conditions for citizens and tourists. Attention should also be paid to investment projects to drive growth and local job creation.
The force needs to coordinate with border commune authorities to help residents with procedures to be recruited into companies, aiding sustainable poverty reduction, while focusing on participating actively and safely in the provincial defense area exercise in 2026. Finally, the Secretary reminded them to continue executing the resolution on building a drug-free area, where the border guard force plays a frontline role in blocking, and to pay close attention to applying science, technology, and digital transformation into border management.
