Mường Nhé focuses on Party member development

ĐBP - Since the beginning of the 2020-2025 term, Mường Nhé district, Điện Biên province has placed special emphasis on sourcing, identifying, nurturing, and supporting outstanding individuals to strive to become Party members, with a particular focus on developing Party members in remote villages and hamlets.

This effort has contributed to strengthening the grassroots political system, creating momentum for socio-economic development, maintaining national defense and security, and enhancing the unity of ethnic groups in the area.

Huổi Lanh village, located in Mường Toong commune, Mường Nhé district, was established in 2020 by merging three villages: Mường Toong 4, 5, and 10. At that time, the Huổi Lanh village’s Party cell had seven Party members.

After the merger, the population increased, but the work of developing Party members still faced challenges due to many individuals violating population policies and failing to meet admission criteria. Meanwhile, most young people left to work far away, limiting the pool of outstanding Youth Union members. In response, the village’s Party cell focused on monitoring and selecting exceptional individuals based on their household economic development and participation in community activities to nurture and recommend them for Party membership.

Mr. Vừ A Của, Secretary of the Huổi Lanh village’s Party cell, stated: “Despite the difficulties, from 2020 to now, the village’s Party cell has selected, nurtured, and admitted three Party members, exceeding the resolution's target by one. Currently, the Party cell has 10 members, including nine official members and one probationary member. In January, the Party cell held a congress and set a goal to develop one to two Party members in the new term.”

The Huổi Lanh village’s Party cell organizes a review and evaluation of its activities in 2024 and outlined directions and tasks for 2025.

Enthusiastic and proactive in all village activities, Mr. Vừ Séo Páo (from Huổi Lanh village) earned the trust of the Party cell and was recommended for Party admission training. In July 2024, he was honored to become a Party member. Mr. Páo shared: “As a Party member, I am fully aware of my responsibilities. I will strive to develop my family's economy, support the community in improving their lives, and encourage everyone to unite in building new rural areas and strengthening ethnic solidarity.”

Apart from highland villages, agencies and organizations directly under Mường Nhé district also prioritize effectively carrying out Party member development.

The Party cell of the district’s Division of Culture and Information consists of 18 Party members, including officials and employees from the Division of Culture and Information and the district's Center for Culture, Radio, and Television. During the 2020-2025 term, the Party cell adhered closely to directives and resolutions, collaborated effectively with departments, branches, and local authorities, and achieved or exceeded the targets set by the congress, including Party member development.

Mr. Trần Kỳ Năng, Secretary of the Party cell of the district’s Department of Culture and Information, said that the Party cell consistently monitors and evaluates individuals based on their political stance, dedication to learning, compliance with policies, and professional competence to nurture and recommend them for Party admission. As a result, during the 2020-2025 term, the Party cell has admitted two Party members, achieving 200% of the set target.

Since the start of the 2020-2025 term, the Mường Nhé district’s Party Committee has comprehensively implemented Resolution No.04-NQ/TU of the Provincial Party Committee and Resolution No.07-NQ/HU of the district’s Party Committee on Party member development, enhancing leadership capacity and consolidating the political system. The Standing Board, the Executive Board of the district’s Party Committee, and subordinate Party organizations have established strict working regulations, clearly assigned tasks, and directly monitored, guided, and participated in Party cell activities to stay closely attuned to the local situation. Despite numerous challenges, the district’s Party Committee has resolutely directed the sourcing and admission of Party members, ensuring both quantity and quality.

Each year, the district’s Party Committee assigns Party member admission targets to branches and Party committees, focusing on Youth Union members, students, militia, and self-defense forces, particularly in areas with few or no Party members. The Vietnam Fatherland Front Committee of the district collaborates with socio-political organizations to promote emulation movements linked to studying and following President Hồ Chí Minh’s ideology, thereby identifying and nurturing outstanding individuals to create a pipeline for Party admission.

Through effective measures, from the beginning of the term to now, Mường Nhé district has admitted 803 Party members, raising the annual admission rate to 6.8% of the total number of Party members, surpassing the resolution's target of 3-4%. This has enabled Mường Nhé to strengthen Party organizations and eliminate many villages without Party cells. Since 2020, the district has established 24 Party cells, achieving the target set by the district’s Party Congress and ensuring that all 116 villages have Party cells. Currently, the Mường Nhé district’s Party Committee oversees 44 directly subordinate grassroots Party organizations (30 Party cells and 14 Party committees) and 199 grassroots Party cells, with a total of 2,892 Party members, of whom 2,097 are ethnic minorities, accounting for 72.5%.

In the coming period, Party organizations in Mường Nhé district will continue to enhance Party development, particularly in villages and residential groups. Local Party cells will devise specific plans, apply effective measures, and closely integrate admission with the nurturing and training of Party members. Mường Nhé district also emphasizes leveraging the combined strength of the political system and innovating the activities of organizations such as the Youth Union, Women’s Union, and Farmers’ Union to attract, identify, and nurture candidates for Party admission.
