The school will be built in Nậm Chim 1 village, Si Pa Phìn commune, with a total investment of VND 220 billion, sourced from Hanoi and social contributions. It will be carried out over the 2025-2026 period.
According to the approved plan, the school will feature a modern design with: 31 classrooms for over 1,000 students (15 for primary, 16 for secondary); a resource room for educational equipment, a counseling room supporting inclusive education for students with disabilities; 14 subject classrooms, 1 library, 120 dormitory rooms for students, 15 staff housing units, a multi-purpose hall, cultural house, school admin block, kitchen, dining hall, warehouse, restrooms, showers, a swimming pool, football field, internal roads, and other auxiliary facilities.

The project aims to improve educational conditions for students in remote, mountainous, and ethnic minority areas, help maintain enrollment rates, reduce dropouts, and enhance overall educational quality. It is expected to be a symbolic milestone in building educational infrastructure in border areas, promoting human resource development, and ensuring social security and national sovereignty in remote regions.

Speaking at the ceremony, Party General Secretary Tô Lâm emphasized that education and training have always been a top priority of the Party, a fundamental pillar for sustainable national development. He praised the project’s timing, humanitarian significance, and strategic vision. It not only represents a commitment to education but also embodies the unity between urban and mountainous regions, especially the bond between Hanoi and the heroic province of Điện Biên.

He called on Điện Biên province, investors, and construction units to accelerate implementation, aiming to complete and put the school into operation by early second semester of the 2025-2026 school year. All project participants, from design to supervision, should approach their roles with dedication and responsibility, treating this not just as a construction site but a symbol of hope and aspiration for borderland communities.
The Party General Secretary also urged the local authorities and residents to support the project, encourage families to send their children to school, and integrate the school-building effort with preservation of ethnic cultural identity, promoting not only literacy but also moral values, patriotism, and civic spirit.

At the ceremony, provincial Party Secretary Trần Quốc Cường expressed deep gratitude for the Party General Secretary’s special attention to education in highland areas. He pledged that the province would work closely with ministries and relevant units to ensure the project is implemented on schedule, with high quality and safety, and will quickly serve students.
Điện Biên province will also carefully select dedicated and capable school administrators and teachers, ensuring the school becomes a nurturing environment for learning and aspiration, especially for ethnic minority students in border and disadvantaged areas.
After the groundbreaking ceremony, Party General Secretary Tô Lâm attended the inauguration of a Great Solidarity House for the family of Lý A Chống in Nậm Chim village, Na Sang commune.

The traditional five-room wooden house has a clean cement floor and a cement-fiber tiled roof. It was built with a total cost of around VND 150 million, of which VND 50 million came from the National Target Program on Socio-economic Development in Ethnic Minority and Mountainous Areas, and VND 100 million was contributed by the family.
The Party General Secretary congratulated the family and encouraged them to continue striving to overcome difficulties, increase production, raise income, and work toward escaping poverty.
