Improving quality of selection and calling citizens for military service

ĐBP - The 2026 recruitment season holds special significance as the selection and calling of citizens for military service are being implemented for the first time under the two-level local government model.

Facing new requirements in organizational structure and operational methods, the provincial party committees, authorities, and military agencies have proactively and flexibly organized the process, ensuring synchronization and strict adherence to every step.

In 2026, Điện Biên province is tasked with selecting 850 citizens for military service and 396 citizens for the People’s Public Security service. Given the characteristics of a vast terrain inhabited largely by ethnic minority communities, fulfilling these quotas while maintaining high quality requires a significant effort from the entire political system. From the beginning of the year, the provincial Military Command, acting as the standing body of the provincial Military Service Council, proactively advised the provincial People’s Committee on leading and guiding the recruitment process in accordance with the 2015 Law on Military Service and related regulations.

All stages, from registration and source management to pre-qualification, health screenings, and the delivery of enlistment orders, have been implemented uniformly from the provincial to the grassroots level. Commune-level party committees and authorities have played a leading role, with the Military Service Councils closely monitoring their localities and assigning specific tasks to each member to ensure that no potential recruits are overlooked and all standards are met.

A key factor in improving recruitment quality has been the renewal of communication and educational efforts. Information is now delivered in a practical, easy-to-understand manner tailored to different groups through mass media, local broadcasting systems, and village meetings. In Nà Tấu commune, authorities have meticulously reviewed the local youth population and organized a strict, transparent screening process. Through these evaluations, the commune selected 35 citizens for military service and 15 for the police, all meeting health, education, and political standards. Trần Quang Trung, Chairman of the Nà Tấu commune People’s Committee, emphasized that raising awareness about the sacred duty of defending the Fatherland is essential for preparing the youth’s mindset for service.

Source management remains a top priority. Under the two-level government model, the provincial Military Command has directly instructed regional defense units to guide commune-level military commands in managing citizens of age. Statistics show that the province has registered 4,289 17-year-olds and 12,098 citizens in the 18-27 age bracket, with 8,010 currently eligible for call-up. During the health screenings, 2,314 out of 2,348 summoned citizens participated, resulting in a high percentage of recruits achieving Type 1 and Type 2 health ratings. This provides a favorable foundation for receiving units to build a force with strong physical stamina for training and combat readiness.

Education and political standards have also seen positive trends. Among the 892 enlistment orders issued, the majority of the youth hold high school diplomas, while the number of recruits with college or university degrees has increased compared to previous years. Politically, most recruits are members of the Youth Union, and several young Party members have volunteered to enlist.

To ensure fairness and transparency, the provincial Military Command established inspection teams to work directly with all 45 communes and wards across the province. In Na Sang commune, which has 22 military recruits and 11 police recruits, a comprehensive inspection was conducted on January 9, 2026. The inspection covered everything from leadership documents and inter-departmental coordination to the preparation for the 2026 Enlistment Ceremony.

Colonel Lý Công Hồng, Deputy Chief of Staff of the provincial Military Command, praised the commune’s proactive and serious approach, noting that the democratic and public nature of the process reflects the high responsibility of local authorities. The synchronized involvement of the political system, especially at the commune level, ensures that recruitment remains strictly regulated and effective in this inaugural year of the new governance model.
