Notably, enhanced tracking, supervision and inspection of assigned tasks have laid an important foundation for mobilizing the intelligence and voices of the people and Party members to contribute to Congress documents through digital platforms.
Regulation No.08-QC/TW was promulgated by the Secretariat on November 5, 2025, at a time when preparations for the 14th National Party Congress demanded higher standards of speed, quality and accuracy in implementing the Party Central Committee’s policies and decisions. Data-driven, real-time monitoring and evaluation serve as a technical solution that marks a fundamental shift in leadership thinking, from command-and-control administration to governance based on real, transparent and objective data.
In line with this spirit, the Standing Board of the Điện Biên provincial Party Committee promptly directed Party committees and organizations at all levels to thoroughly study and internalize the regulation and related directives from the central and provincial authorities. The provincial Party Committee Office was assigned to take the lead, coordinating with advisory agencies to develop an implementation plan tailored to local conditions, ensuring compliance while remaining practical and effective. From the provincial level down to the grassroots, the shared goal has been to ensure that no task goes “unmonitored” and that no “blind spots” emerge in supervision and inspection.
Across the province, local Party committees have identified the implementation of Regulation No.08-QC/TW as a core task with direct significance for improving leadership quality and the execution of political duties at the grassroots level. Immediately after the regulation was issued, localities proactively linked its implementation with the process of soliciting feedback from officials and Party members on draft documents of the 14th National Party Congress, ensuring both schedule adherence and proper orientation.
Through the application of data-driven, real-time monitoring and evaluation systems, tasks assigned to each Party cell and each official or Party member are updated and supervised on a regular, open and transparent basis. As a result, responsibility awareness and a more scientific working style among officials and Party members have improved markedly, enhancing task performance and fostering unity throughout the provincial Party organization as it works toward the successful organization of the 14th National Party Congress.
Trần Xuân Bình, a Party member of the Residential Group 6 Party Cell in Điện Biên Phủ ward, said that since Regulation No.08-QC/TW came into effect, monitoring and supervision have been closely tied to the specific responsibilities of each Party committee and Party member. “This requires everyone to work in a more disciplined and timely manner”, he noted. “On that basis, the process of collecting feedback from officials and Party members on the draft Congress documents has been conducted seriously, democratically and in line with reality, helping improve document quality and strengthen grassroots confidence in the Party’s leadership.”
In Điện Biên, the rollout of Regulation No.08-QC/TW has been closely linked to the particularly important task of collecting public feedback on draft documents of the 14th National Party Congress through digital channels. Under the close leadership and direction of the Standing Board of the provincial Party Committee, information and communication efforts have been carried out in a coordinated and diversified manner, from Party cell meetings and conferences for officials and civil servants to postings on official portals, internal bulletins and social media platforms such as Zalo and institutional fanpages. Communication content has been designed to be concise, accessible and tailored to different audiences, generating broad public consensus and participation.
As of November 15, 2025, 100% of Party committees and organizations across the province had organized conferences to gather feedback on the draft documents of the 14th National Party Congress, meeting all timelines and requirements set by the provincial Party Committee. Notably, a total of 33,587 comments were submitted via the VNeID application. These included 11,280 comments on the draft Political Report of the 13th Party Central Committee; 12,107 comments on the draft Report summarizing key theoretical and practical issues of the socialist-oriented renewal process over the past 40 years; and 10,200 comments on the draft Report reviewing 15 years of implementing the Party Charter and proposing directions for its amendment and supplementation.
According to Nguyễn Văn Vượng, Secretary of the Residential Group 5 Party Cell in Điện Biên Phủ ward, collecting public feedback through online platforms has enabled citizens to engage more deeply in Party affairs. “It makes us feel more clearly that the Party is listening to the people, respecting the people and relying on the people to shape policies and directions for the coming period,” he said.
Practical implementation in Điện Biên shows that Regulation No.08-QC/TW, with its data-driven, real-time evaluation approach, not only serves the preparation of the 14th National Party Congress but also lays the groundwork for a new, long-term leadership model. This model is built on big data and seamless connectivity between the Party, the State and the people, aiming toward a modern, transparent, people-centered and people-serving “digital Party.”
The shift toward data-based, real-time governance has already demonstrated clear results in strengthening discipline, improving the quality of task execution and reinforcing public trust in the Party’s leadership. This is one of the key foundations for the successful convening of the 14th National Party Congress, opening a new phase of national development worthy of the trust and expectations of officials, Party members and all segments of society.
