In Ẳng Cang commune, Mường Ảng district, the local Party Committee has identified developing party members as a key task in building a strong party organization. Based on a review of youth union members in the area, the party committee directed the youth union to launch patriotic movements, particularly in economic development to improve living standards and motivate youths to stay committed to the locality. Youths-led models, such as family economic development, youth cooperatives growing fruit trees, raising livestock, and offering services, have been implemented in line with the specific conditions of each village and target group. These movements have resulted in many exemplary young people who meet the criteria to be introduced and nurtured for party membership.
Nguyễn Mạnh Cường, Secretary of the Party Committee of Ẳng Cang commune, shared: “In the past, many young people would leave to work elsewhere after finishing their studies, making it hard to gather them for training and party development. However, in recent years, thanks to local economic development and entrepreneurship movements, many young people have chosen to stay in their hometowns. With more stable living conditions, their sense of responsibility to the community has also increased, making it easier to introduce outstanding youths into the Party. Since 2020, the Party committee of Ẳng Cang has admitted over 50 new party members, the majority of whom are ethnic minority youths.”

Lường Văn Chiến, a young party member from Mánh Đanh village, shared: “I was once one of young people tracked and nurtured through the local economic development movement and introduced to join the Party. Through the process of training, I realized that to effectively create party members, the first step is to improve living standards and create conditions for youths to have opportunities to grow. When young people understand the role, responsibility, and closeness of a party member in practice, they will trust and voluntarily strive to join the Party.”
In Mường Chà district, grassroots party organizations have proactively linked party development with economic, social development, and ensuring national security. Exemplary young people in production, those actively promoting the eradication of backward customs, and those participating in efforts to encourage children to go to school are closely followed, nurtured, and introduced for party membership.
Hoàng Văn Nguyên, Head of the Organization Commission of the Mường Chà district Party Committee, stated: “We determine that the primary source for party membership development is still the younger generation, as they have good political awareness, a strong sense of responsibility, the ability to overcome difficulties, and are trusted by the community. The selection and introduction of individuals into the Party also rely on real-life training, not just meeting quotas but focusing on quality. In addition, creating a training environment through movements is very important. As a result, in recent years, party development in the district has seen positive changes, with over 70% of new members being youths.”
Despite the positive results, the process of creating sources of young party members from the masses still faces challenges. In many localities, especially in remote areas, the low level of education and a portion of youths lacking motivation to strive, or who have to work far away, leads to disruptions in party development. Furthermore, the work of promoting and educating revolutionary ideals among youths in some places is still superficial and lacks depth; responsible officers are not sufficiently attentive or proactive in understanding the concerns and guiding the younger generation, leading to many youths not fully understanding the meaning, role, and responsibility of joining the Party.
In response to these challenges, party committees at all levels have been directing organizations and agencies to take proactive measures to detect, nurture, and create sources for party development. Some localities have implemented creative and effective approaches, such as assigning party membership development targets to each branch, combining practical activities with party training, assigning official members to mentor and support outstanding youth union members, and creating conditions for their overall development before considering party membership. As a result, since the beginning of the term, the province has admitted 10,150 new party members, bringing the total number of party members in the province to 49,024.
