With an urgent “get to work immediately” spirit, the People’s Councils across the province are focusing on organizing a first session that ensures quality, innovation, and substantive efficiency.
The timeline for the first session of the People’s Council at all levels follows the regulations of Article 34 of the Law on Local Government Organization, which mandates that the session be held within 45 days of the election. To ensure that local governments for the 2026-2031 term could begin official operations by April 1, 2026, authorities requested that election results and the list of winners be announced by March 20, 2026, with the first session occurring no later than March 31, 2026.
Implementing these directives, communes and wards across the province have strictly and rapidly organized their sessions. In Nà Hỳ commune, the election committee announced its 22 winning delegates on March 17. Trần Văn Thượng, Secretary of the Party Committee and Chairman of the People’s Council of Nà Hỳ commune, stated that through close coordination with the People’s Committee and the Vietnam Fatherland Front, the council developed a specific plan to refine the local apparatus. Despite the tight schedule, the first session was successfully conducted on the afternoon of March 27.
Similarly, in Sáng Nhè commune, the announcement of election results was made on schedule to pave the way for an immediate start to preparations. Phạm Thanh Phương, Secretary of the Party Committee and Chairman of the People’s Council of Sáng Nhè commune, emphasized that although the work was urgent, it strictly followed the necessary legal sequences to ensure a high-quality meeting, which was held on the morning of March 30.
At the province level, the People’s Council has been equally proactive in preparing for the 16th term. Despite the heavy workload, clear task assignments and seamless coordination between departments have ensured that preparations remain on track. During this session, the 16th provincial People’s Council will focus on perfecting the organizational structure by electing key positions, including Chairman and Vice Chairmen of the Council, heads of the Council’s boards, and Chairman and Vice Chairmen of the People’s Committee, through secret ballots.
Personnel work remains a core focus and is of significant interest to local voters. The Standing Board of the provincial People’s Council has directed relevant agencies to prepare thoroughly to ensure that the election of these positions is objective, democratic, and grounded in high consensus. The outcome of this organization sets the foundation for a stable and effective government for the entire term.
Furthermore, the session will hear a summary of voter petitions and recommendations gathered during the election process by the Vietnam Fatherland Front. These reflections from reality serve as a vital information channel for the council to issue practical policies and shape its oversight programs. Under the requirements of the two-tier local government model, this first session carries special political and legal weight, marking a professional beginning for a new era of effective governance.
