Beyond just meeting quotas, the goal is to ensure transparency and public consensus, allowing every young person to embark on their journey with an excited and ready mindset.
In 2026, Điện Biên province was tasked with selecting 850 citizens for military service and 396 citizens for the People’s Public Security service. As soon as the targets were assigned, party committees, authorities, and military service councils at all levels issued specific plans, assigning clear responsibilities to each member. From the provincial to the grassroots level, recruitment is treated as a central political task, involving the coordinated efforts of the Fatherland Front and various mass organizations rather than being left solely to military forces.
In Mường Nhà commune, the recruitment process is being carried out with a high spirit of initiative. For 2026, the commune has 21 citizens participating in service, including 15 for the military and 5 for the public security force. The commune Military Command advised the local Party Committee and People’s Committee to assign specific officers to each village to coordinate with village heads in reviewing the recruitment source. All lists and records are publicly posted to ensure democracy and public supervision.
Đặng Văn Tuấn, Chairman of the Mường Nhà commune People’s Committee, emphasized that local responsibility does not end at meeting quotas. Instead, accompanying the youth and their families throughout the selection process is the decisive factor for quality. Commune leaders participate directly in dialogues with the youth, listening to their aspirations and explaining policies regarding vocational training and job creation after they complete their service. For those in difficult circumstances, the commune proactively mobilizes resources to provide timely support.
Similarly, in Mường Pồn commune, where 19 citizens are enlisting this year, Chairman of the commune People’s Committee Nguyễn Văn Lương stated that caring for and encouraging the youth is a continuous mission. Rather than waiting for the enlistment day, local leaders and organizations visit families as soon as the medical examination orders are issued. Lò Văn Nguyên, born in 2007 in Mường Mươn 2 village, shared that the constant encouragement from commune officials helped him understand the military environment better and see it as an opportunity to grow, making his family feel much more at ease.
The recruitment steps across the province are now essentially complete. Between February 11 and 12, local Military Service Councils delivered enlistment decisions to 850 successful candidates. The province-wide enlistment ceremony is scheduled for March 6, 2026. To ensure the event is solemn and safe, detailed plans for security, traffic safety, and logistics have been meticulously prepared. The ceremony will be organized to be concise yet spirited, reflecting the locality’s respect for the youth entering service.
Local authorities have also planned activities to motivate citizens before and during the festival. In Mường Nhà commune, leaders are assigned to personally meet and give gifts to each recruit. For families with children enlisting, invitations to the events help create a warm and cohesive atmosphere. The military, police, and health sectors are also coordinating to handle any security or medical situations that might arise during the ceremony.
Ultimately, the 1,246 young people of the province preparing to enlist carry with them the trust of their families, the support of the community, and a sense of responsibility toward the Fatherland. The political responsibility in recruitment is shown not just in the final numbers, but in the way the government and organizations walk alongside these young citizens to build a sense of pride and a desire to contribute.
