Implementing directions of the Government and Điện Biên province, election preparation work is deployed early and synchronously, with a proactive, scientific, and unified spirit. The highlight in this period is the clear identification of responsibilities for each level and sector; every task has a focal point responsible, associated with specific progress; minimizing overlap and formality. This approach aims to ensure the election is organized seriously, democratically, and lawfully, while creating consensus and trust among the People.
At the provincial level, the requirement to ensure the quality of election work is thoroughly grasped throughout direction and administration. Professional guidance documents are reviewed and standardized; organizational processes are unified from the province to communes and wards. On that basis, specialized agencies focus on guiding, inspecting, and monitoring implementation progress at the grassroots level, timely removing arising difficulties and obstacles.
In the role of the standing agency advising and assisting the provincial Election Committee, the Department of Home Affairs presides over professional guidance, advises on personnel, reviews facility conditions, and ensures preparation steps are deployed uniformly and in accordance with regulations. The focus is on building working regulations, assigning clear tasks to each member; guiding the commune level to implement key contents such as: Reviewing population, voter fluctuations, determining voting areas, organizing assisting sub-committees, and preparing full conditions to serve the election.
From the direction of the provincial level, election preparation at the grassroots level is deployed proactively, flexibly, and suitably to the conditions of each area. In Na Son commune, election preparation is identified as a key task, associated with the requirement of being solid from the start. Na Son is one of the communes belonging to Election Unit No.4 (including communes: Na Son, Phình Giàng, Xa Dung, Mường Luân, Tìa Dình), with a total population of 65,215 people; the number of deputies to the provincial People’s Council to be elected is 5. With a large area, uneven population distribution, and many villages in the highlands, election preparation here is deployed cautiously and methodically.
Immediately after receiving guidance from the upper level, Na Son commune organized a review of the entire voter list by each village, carefully cross-checking population fluctuations; consolidated the commune Election Committee and assisting sub-committees, assigning specific tasks to each member. Inspecting expected polling locations and plans to ensure safety and convenience for voters are carried out in parallel, suitable to the actual conditions of each residential area.
From grassroots level reality, village party cells have proactively gotten involved with a high sense of responsibility. Lò Văn Lả, Secretary of the Party Cell of Huổi Có village, Phình Giàng commune, said: “We determined that election preparation is not something to do close to the date but must start with firmly grasping the people and voters. When the list is clear and information dissemination is thorough, people will proactively participate without the need for formal mobilization.”
Along with Election Unit No.4, preparation work at the Election Unit No.8 is also deployed synchronously and unified. The Election Unit No.8 consists of communes: Sín Thầu, Mường Nhé, Mường Toong, Nậm Kè, Quảng Lâm, with a total population of 59,450 people; the number of deputies to the provincial People’s Council to be elected is 5. This is an area with a large territory and difficult travel conditions, so the requirement is to be proactive in organizational plans, strengthen the role of grassroots level party committees and authorities, and promote the responsibility of each official assigned tasks. Clearly determining the scale and characteristics of each election unit has helped communes build suitable plans, avoiding spreading resources thinly or formality.
Parallel with organizational preparation, election information dissemination is deployed early and with focus by communes and wards. Information dissemination content is integrated into party cell meetings and activities of socio-political organizations; through the grassroots level radio system and community information channels. Thereby clarifying the meaning of the election, rights and obligations of voters, and the exemplary responsibility of officials and party members in participating in the election.
Along with organizational preparation, the provincial Police Department coordinates closely with sectors and localities to deploy synchronous solutions to ensure security, order, and legal conditions serving the election. Plans to ensure security before, during, and after the election day are built seriously, close to the local reality. Especially, the provincial Police Department organized a peak launch ceremony to attack and suppress crime, ensuring security and order serving important political events, including the upcoming election, thereby creating a stable and safe environment for the people to feel assured in exercising their rights and responsibilities.
From the province to the grassroots level, preparation work for the election is being deployed in a firm, disciplined, and responsible direction. When each stage is carried out seriously, and each official upholds the spirit of responsibility, the election will truly become a festival of the People, clearly demonstrating the right to mastery and trust in authorities at all levels. With a solid preparation foundation from the grassroots level, the upcoming election is expected to take place democratically, seriously, lawfully, and successfully.
