Effectiveness of border guard Party members in village cells

ĐBP - For many years, the Party Committee of the provincial Border Guard Command has assigned Party members to participate in the activities of Party cells within border villages and hamlets.

This strategic move ensures that the guidelines and lines of the Party, as well as the policies and laws of the State, are conveyed to the people in a timely manner. Simultaneously, the thoughts, aspirations, and obstacles arising from the grassroots level are captured and synthesized to advise local Party committees and authorities for consideration and resolution.

At the Party Cell of Nà Bủng 1 village in Nà Bủng commune, the participation of Party members from the Nà Bủng Border Post has brought about significant improvements. Before each meeting, Major Sùng A Phông from the Mass Mobilization Team proactively researches documents and updates himself on local guidelines and plans while keeping a close watch on the situation within the area. These contents are then shared and discussed by Major Sùng A Phông during cell meetings, which significantly enhances the quality of the discussions.

Giàng A Vừ, the Secretary of the Nà Bủng 1 Party Cell, observed that since Major Phông joined their activities, the meetings have become more disciplined, with members attending fully and actively contributing their opinions. Through these propaganda and mobilization efforts, Party members within the cell have taken the initiative to guide their own families and fellow villagers in restructuring crop and livestock patterns to gradually develop the local economy.

Nà Bủng commune currently has 16 village Party cells, corresponding to 16 Border Guard Party members who participate in their activities. Reality has shown that this force contributes to enhancing the leadership capacity and combat strength of grassroots-level Party organizations. They also support the locality in maintaining a firm grasp on the security and order situation in border areas while promoting the mobilization of the People to comply with the State’s laws. Major Sùng A Phông shared that when participating in village cells, Border Guard members work alongside the cell executive board to rercord and concretize State policies into content that aligns with the specific characteristics and customs of the ethnic people for unified implementation.

A similar systematic approach is visible at the Nà Hỳ Border Post, where the unit has assigned five Party members to five village cells. During their tenure, these officers have assisted the cells in drafting monthly and annual leadership resolutions, as well as thematic resolutions. They synthesize the specific situation of the village to propose appropriate solutions and advise on the dissemination of legal knowledge to the residents. Major Sùng A Sính, Deputy Political Officer of the Nà Hỳ Border Post, noted that in addition to Party building, these members coordinate with the authorities to deploy economic development models such as gardening, pond farming, and livestock breeding to increase income for the locals.

The model of assigning Border Post Party members to participate in village cells was officially launched by the provincial Border Guard Party Committee in 2019. To date, 82 Party members have been assigned to 82 cells across border communes. Throughout this process, these members have effectively fulfilled their roles and responsibilities, contributing to the consolidation of 78 Party organizations and 120 socio-political organizations. Their efforts have also led to the establishment of 39 new Party cells in villages that previously lacked the conditions to form them and the elimination of seven “white” villages that had no Party members. Furthermore, they have helped train and admit 63 new Party members while developing a source of 126 prospective candidates.

The quality of grassroots-level Party organizations has been step-by-step improved, with most cells now achieving a rating of “completing tasks well” or higher, and many reaching “excellently completing tasks.” This demonstrates that bringing Border Guard Party members into village cells is a highly suitable solution for strengthening the grassroots-level political system in border regions.

Ultimately, this initiative has provided practical benefits by enhancing the operational quality of grassroots-level Party organizations. It helps maintain the regularity of meetings and leadership capacity while creating a close bond between the Border Guard forces and local authorities. As a result, many socio-economic development and national defense-security solutions in the border areas are now implemented more effectively and realistically.
