ĐBP - Amidst the powerful surge of digital transformation, Party work is step-by-step innovating to adapt to new requirements. The birth of the Electronic Party Member Handbook represents an inevitable transition, contributing to the modernization of leadership and management methods while significantly enhancing the quality of Party activities.

Previously, before the introduction of this digital tool, the transmission of information, directives, and guidance from various Party committees relied heavily on physical documents, phone calls, or emails sent to individuals. This often led to difficulties in monitoring task implementation and created risks of overlapping duties, omissions, or delays. Since its launch, the handbook application has minimized paperwork and administrative hurdles, playing a vital role in increasing management efficiency and ensuring that information from higher committees reaches members rapidly and synchronously.

Mai Văn Huynh, Secretary of Party Cell 9 in Mường Ảng commune, shared that 100% of the members in his cell have installed and mastered the application. With a smartphone, every member can access new information, view meeting schedules, track assigned tasks, or look up official documents in a very short amount of time.

The Electronic Party Member Handbook is widely deployed for both official and probationary members, serving as a dual-channel communication link between committees and individuals. Its core purpose is to support members in their activities and studies by providing timely access to official documents from the Party and State. As a rich digital repository, the application optimizes Party work through features that facilitate meeting preparations, from sending invitations and documents to tracking attendance statistics. Members can easily research resolutions, directives, and regulations while participating in in-depth study sessions directly through the platform.

To ensure unified implementation across the provincial Party Committee, Plan No.251-KH/TU was issued on October 1, 2025, requiring all levels to organize serious and effective deployment. Members are expected to use the digital handbook proficiently for studying resolutions and conducting regular activities. Furthermore, users must strictly comply with Regulation No.339-QĐ/TW, issued on July 10, 2025, regarding security and information safety. Currently, the total number of members across the province who have installed the software stands at 75% of the mandatory target group.

In Mường Nhà commune, where there are 43 subordinate cells and 703 members, the adoption rate has reached 94.2%. Lò Văn Hòa, Head of the Party Building Board in Mường Nhà, noted that documents, decisions, and instructions no longer need to be sent via traditional mail. Instead, they are updated instantly on the app, allowing members to grasp information immediately. This shift has also made the statistics and management of members far more accurate and efficient than traditional methods.

Despite these positive results, the rollout still faces certain obstacles, particularly in remote and mountainous areas where internet connectivity remains unstable. Personal hardware is another challenge, as many members possess low-configuration smartphones with limited memory, making it difficult to install or run the application smoothly. Furthermore, some village cell secretaries struggle with information technology skills, which can hinder the organization of digital meetings. In some cases, a lack of internet-connected computers at the village level prevents the uploading of draft reports and relevant session materials.

Lò Văn Minh, Secretary of the Đun village cell in Sáng Nhè commune, pointed out that older members often find it difficult to familiarize themselves with smartphones and new technology. For those in difficult economic circumstances, low-spec devices frequently encounter errors or fail to support the application entirely. Nevertheless, with its superior features, the electronic handbook is steadily becoming an essential companion for every member. By upholding a pioneering spirit, members are encouraged to proactively master these digital tools to keep pace with the inevitable trend of digital transformation.
