Attending and directing the conference were Nghiêm Phú Cường, Deputy Chairman of the Central Inspection Commission; and Lieutenant General Trần Văn Vương, Deputy Chairman of the Inspection Commission of the Central Military Commission. Secretary of the Điện Biên provincial Party Committee Trần Tiến Dũng, along with Party Secretaries of 5 provinces in the area, attended the event.

In 2025, the Party Committee and Command of Military Region 2 coordinated closely with local party committees and authorities to lead and direct the comprehensive completion of targets and tasks set by the Resolution of the 9th Military Region Party Congress and the 2025 Leadership Resolution of the Military Region Party Committee. Notably, they led and directed the strict maintenance of combat readiness regimes, proactively researching, grasping, evaluating, and correctly forecasting the situation to timely and effectively handle situations, avoiding passivity or surprise, maintaining political stability, and firmly protecting territorial sovereignty and national borders. The unit timely directed the adjustment and supplementation of the operational document system following the arrangement and reorganization of local military agencies. The Party Committee of Military Region 2 led, directed, and coordinated with provinces to complete surveys and determine stationing locations for provincial Military Commands, Defensive Area Commands, and Border Guard Commands; managing and using defense land strictly, preventing encroachment.

The Party Committee led and deployed synchronous guidelines and solutions to build the Military Region’s armed forces strong in politics; actively and effectively participating in campaigns, national target programs, and social security activities, especially erasing temporary and dilapidated houses and helping the people overcome natural disaster consequences. These activities contributed to strengthening military-civilian solidarity, building and consolidating strong local political bases, and a solid “people’s heart posture.” The Party Committee directed drastically the adjustment and organization of staffing towards a lean, compact, and strong force. There were many innovations and breakthroughs in directing and improving the quality of training and drills at all levels; organizing practice and participating in parades to celebrate the country’s major holidays.

Regarding Party building, the Party Committee led and maintained strict regimes, routines, and principles of Party organization activities; directing well the preparation and successful organization of Party congresses at all levels and the 10th Military Region Party Congress, term 2025 - 2030. It coordinated with provincial Party Committees to direct the dissolution, establishment, and reception of Party organizations when reorganizing local military agencies; establishing 529 commune-level military party cells strictly and in accordance with principles. Leadership ensured full and timely logistics, techniques, and finance for tasks. The Party Committee also drastically directed digital transformation and administrative reform.

At the conference, delegates discussed and clarified prominent results achieved in leading, directing, and implementing military and defense tasks in 2025 by the Party Committee of Military Region 2. Simultaneously, they recommended and proposed many specific, practical guidelines and solutions for the Party Committee of Military Region 2 to coordinate closely with localities and lead the Military Region’s armed forces to successfully implement military and defense tasks in the coming time.

For 2026, the Party Committee of Military Region 2 focuses on leading 9 groups of key military and defense tasks and solutions, and 3 groups of key tasks for building the Military Region Party organization. The focus includes continuing to thoroughly grasp and deploy synchronously and comprehensively the resolutions, directives, and conclusions of the Government and the Central Military Commission on military, defense, and national protection. Strictly maintaining combat readiness routines and regimes; proactively grasping the situation firmly, especially in key areas, borders, and cyberspace; coordinating with the Vietnam Border Guard Party Committee to lead and direct the firm management of the border security situation, performing well border management work, and timely detecting, preventing, and fighting against violations of the Agreement on land border management regulations. Leading the absolute safety protection of political events of the country and localities; proactively participating in prevention, combat, and remediation of natural disaster consequences, and search and rescue.

The Party Committee will coordinate with local party committees and authorities to lead and direct the drastic implementation of military and defense tasks, focusing on: Accelerating the progress of surveying, planning, and deploying the construction of defense works; deploying the Project on bomb and mine clearance and overcoming war consequences for the 2025 - 2027 period strictly, on schedule, with quality and absolute safety. Coordinating closely with provinces to organize defensive area drills and civil defense drills that are realistic, safe, and suitable for the 2-tier local government model. Focusing on innovating education, fostering, and disseminating defense and security knowledge to subjects in a practical and effective manner. Performing well military recruitment and enrollment work.

At the same time, leading the strict implementation of directives, instructions, and projects from above regarding political and ideological education work; organizing well dissemination, emulation activities, and the 80th Anniversary of the traditional day of Military Region 2 armed forces. Drastically directing and effectively implementing the breakthrough “Innovating and improving the quality of training and drills; creating firm changes in building regularity and discipline management.” Leading to ensure full and timely logistics, technical, and financial support for tasks. Making breakthroughs in promoting the application of science and technology, digital transformation, and administrative reform in the spirit of Resolution No.57-NQ/TW of the Politburo, Resolution No.3488-NQ/QUTW of the Central Military Commission, and the Resolution of the 10th Military Region Party Congress.

At the conference, the Party Committee of Military Region 2 signed Coordination Regulations between the Military Region Party Committee and the provincial Party Committees of 6 provinces in the area.
