Điện Biên streamlines grassroots-level apparatus, elevating operational efficiency

ĐBP - Starting July 1, 888 new villages and residential groups across Điện Biên province officially commenced operations, marking the completion of a major milestone in the roadmap to streamline the grassroots-level organization. This outcome reflects thorough preparation, democratic practice, broad public consultation, high public consensus, and the determination of the entire political system to enhance efficiency in local management and socio-economic development.

From mid-June, Tuần Giáo commune focused on extensive dissemination regarding central and provincial policies while gathering public feedback on the scheme to rearrange, merge, and rename residential blocks and villages. In every residential area, residents were fully briefed on regulations governing village rearrangement, policy regimes for non-professional personnel, and specific local plans. Prior to the reorganization, Tuần Giáo commune comprised 40 blocks and villages, which was reduced to 28 following the arrangement.

Quàng Văn Cương, Chairman of the Tuần Giáo commune People’s Committee, stated: “The locality executed all required steps strictly, placing special focus on dissemination and public consultation. Residents expressed very high consensus with central and provincial guidelines as well as local village rearrangement, merger, and renaming plans. This served as an essential foundation for the locality to deploy the project smoothly and effectively. Reducing focal points streamlines the apparatus, thereby creating conditions to concentrate infrastructure investment, elevate management quality, and organize movements in residential areas.”

Immediately after completing the grassroots-level apparatus arrangement, representatives of the Nà Tấu commune Party Committee hand over decisions to post-merger personnel.

To execute the arrangement of villages and residential groups across the area, Điện Biên province deployed synchronous steps - ranging from drafting plans, conducting field surveys, and gathering public feedback to completing schemes and convening commune-level People’s Council meetings to pass resolutions - all conducted strictly and in correct sequence. Consequently, by June 30, all 45 out of 45 communes and wards across the province completed People’s Council meetings and issued resolutions on village and residential group arrangements on schedule, ensuring new units officially operated starting July 1.

Joining the atmosphere on the first day new villages operated, on the morning of July 1, across 20 village party cells simultaneously, the Nà Tấu commune Party Committee organized conferences to announce decisions regarding Party organization and cadre work, People’s Council resolutions on establishing, reorganizing, and renaming villages, alongside People’s Committee decisions recognizing village heads.

According to the Nà Tấu commune People’s Council resolution, following rearrangement, the total number of villages in the commune dropped from 35 down to 20. Among these, 30 villages merged to form new units, while 5 villages remained unchanged as they met criteria and fell outside the rearrangement scope.

Nguyễn Tiến Tuấn, Standing Deputy Secretary of the Nà Tấu commune Party Committee, affirmed: “Consolidating Party organizations, arranging the cadre team, and reorganizing villages contribute to ensuring synchronization between the political system and administrative units post-reorganization, building a streamlined apparatus operating effectively and efficiently.”

The arrangement of villages and residential groups across the province was conducted based on careful research and consideration of multiple factors - such as terrain conditions, transportation, population traits, ethnicity, religious beliefs, and cultural traditions, alongside defense and security requirements. For areas with complex terrain, long distances, or specific peculiarities, arrangement plans were calculated cautiously to facilitate management while maintaining stability in community life. Naming new villages prioritized historical and traditional cultural elements, demonstrating respect for local identity and absorbing public feedback.

Quàng Văn Phúc, a resident of Nà Tấu village, Nà Tấu commune who participated in giving feedback on the merger plan, shared: “The government absorbed the people’s opinions, so everyone strongly agreed. We believe that when the village operates on a larger scale, economic development and new rural construction will gain many more favorable conditions.”

By June 30, all 45 out of 45 communes and wards completed public feedback collection, finalized schemes, and submitted them to same-level People’s Councils to issue resolutions on time. The number of post-arrangement villages adhered strictly to the provincial plan, with adjustments made only to names when necessary to suit practical reality.

Nguyễn Tiến Đạt, Member of the provincial Party Committee and Director of the Department of Home Affairs, noted: “Village and residential group arrangements were deployed by the province closely following central regulations while suiting each locality’s practical conditions. Throughout execution, communes and wards conducted surveys and gathered feedback from party committees, local authorities, front work committees, reputable figures, and residents before submitting plans to competent authorities for consideration and decision according to prescribed procedures. Thanks to executing dissemination and mobilization well and forging high consensus among the people, the arrangement proceeded smoothly and on schedule.”

Following the rearrangement, the entire province reduced its total number of villages and residential groups from 1,446 down to 888 - cutting 558 focal points, equivalent to 38.59%. This reduction contributes to streamlining grassroots-level organization, elevating political system operational efficiency, and creating conditions to concentrate resources to serve the public and efficiently execute socio-economic development programs at the grassroots-level.
