At 9:15 PM on October 3, 2024, while patrolling in Residential Group 3 of Mường Thanh ward (former Điện Biên Phủ city), the Traffic Police force discovered a group of youths riding 5 motorbikes without helmets, removing or covering their license plates, and swerving recklessly on Võ Nguyên Giáp street. Despite the signal to stop, the group acted provocatively, revved their engines, and fled in multiple directions.
By synchronously implementing professional measures and extracting data from the security surveillance camera system, the functional forces quickly identified the subjects. They filed a report and temporarily detained 10 teenagers and their vehicles for swerving, weaving, revving engines, causing public disorder, and threatening the safety of other road users.
More recently, in the early morning of July 13, 2025, some streets in Điện Biên Phủ ward became a “racetrack” for “speeding shadows.” 12 youths, riding 5 motorbikes with no license plates, no helmets, and covered faces, and carrying objects suspected to be guns, sped, passed recklessly, challenged functional forces, and then fled. Thanks to the surveillance camera system, by that afternoon, the Traffic Police Division had detained one subject. Expanding the investigation, the police summoned 11 more individuals aged 13-21, all residing in Mường Thanh ward. The seized evidence included 5 motorbikes and 2 modified slingshots.
Lieutenant Colonel Nguyễn Anh Tuấn from the Police Traffic Division of the provincial Police Department, said: “Functional forces regularly review key routes and areas, while also utilizing cameras to detect violations early. As a result, incidents of gathering to ride in groups, swerving, and revving engines... have been promptly stopped. From the beginning of 2025 to now, through the surveillance camera system, the traffic police force has detected and handled 2 cases according to the law.”
Along with the task of monitoring and detecting traffic safety violations, the camera system is also used to issue “cold fines” (automated fines) for many common road offenses. From daily recorded data, the police force extracts images, verifies them, and sends notices to vehicle owners who commit violations such as running red lights, driving in the wrong lane, stopping or parking improperly, or disobeying a traffic controller’s signals. This method helps expand control capabilities, increases deterrence, and encourages people to form the habit of obeying traffic laws, thereby supporting functional forces in achieving the goal of preventing violations early and from afar.
Nguyễn Văn M., from group 23, Điện Biên Phủ ward, shared: “Since the surveillance camera system became operational, we residents have also become more conscious of obeying traffic laws. Minor violations like parking improperly, driving in the wrong lane, or making an illegal right turn are all detected and reminded in a timely manner, helping everyone participate in traffic more safely and significantly reducing chaos on the roads.”
According to statistics from the provincial Police Traffic Police Division, from the beginning of the year to now, the police force has handled 400 violations detected via the camera system, with total fines of over VND 3 billion.
Lieutenant Colonel Nguyễn Tuấn Anh stated that all violations, such as: disobeying traffic signals, exceeding the speed limit, failing to stay in the correct lane, improper stopping or parking, and many other violations, will be recorded by the camera system and handled strictly according to the law.
According to Lieutenant Colonel Nguyễn Tuấn Anh, with its modern features, the entire surveillance camera system can now recognize license plates in all conditions - day, night, and bad weather. It automatically detects and processes traffic violations, with violation data integrated into the provincial Police’s cold fining system. It can also trace vehicles and monitor for suspicious subjects. The smart data storage system effectively supports investigations when needed.
Identifying the end of the year as a time of high traffic volume, the provincial Police Traffic Police force is continuing to enhance monitoring and surveillance via the camera system to promptly detect and handle subjects and vehicles that have a low awareness of traffic laws, or that arbitrarily or blatantly commit violations, especially when functional forces are not present. At the same time, the force will maximize professional measures, directly using technical equipment to record violation images on the central roads of all communes and wards across the province.
Along with this, enforcement will focus on common violations such as: Disobeying traffic signals and road markings; driving in the wrong lane or not keeping to the right side of the road; stopping, parking, or turning improperly; not wearing a helmet, carrying too many passengers, and speeding. This will contribute to maintaining discipline, building a traffic culture, and curbing and minimizing accidents and traffic congestion in the province.
