Starting from August 5, the Party Committees of all communes and wards in the province have launched the process of gathering information at the commune-level police stations. Local police force, playing a key role in this process, is working diligently and efficiently with the motto “finish the work, not the hours,” determined to complete the task ahead of schedule.
Setting an example for Party members
On the morning of August 12, despite unfavorable weather conditions, the police station of Pu Nhi commune was more active than usual. At the public service point, many party members led by example, arriving early to complete the procedure of updating their party membership details on the National Database on Citizens.

After submitting their Party cards and ID cards, Mr. Quàng Văn Sơn from Huổi Tao A village took a seat outside to wait. About five minutes later, he was called in for a photo and signature, then he left. Mr. Sơn shared: “When I received the notice from the Party branch, I proactively went to the commune police to complete the card replacement process. As a party member, I need to set an example. Despite the rain, I was determined to come. I noticed that many older party members were also brought here by their children or grandchildren. The process was quick, only about two minutes.”
At the Sáng Nhè commune Police Station, work has been equally brisk. Although the number of party members is not large (836 members), the communes are spread out, with many villages more than 30km away from the data collection points. Additionally, heavy rains and landslides have made the roads slippery and difficult.

A representative from the Sáng Nhè Commune Police Station shared that they had proactively prepared all necessary equipment, assigned officers, and organized a scientifically planned schedule with the motto “finish the work, not the hours” to complete the task as quickly as possible. The police have been guiding and assisting older party members and those with health difficulties to ensure all information is accurately updated and processed.
Dedication to completing the task on time
During the peak period for party member card replacement, Party member Đặng Văn Cường from Street 5, Mường Thanh ward, proactively went to the commune police station for the procedure. However, after updating, it was found that the information in his Party card did not match the national citizen database. He was guided by the police to connect with the Party building department of the ward to resolve the discrepancy. Mr. Cường said: “Although I couldn’t submit all the required paperwork, I’m still satisfied with the assistance and guidance I received to fulfill my responsibilities and ensure my rights.”
Lieutenant Nguyễn Bá Thập, Head of the Mường Thanh commune Police, said: “During this peak period, our unit has organized officers into three teams, working three shifts a day (morning, afternoon, and evening) to receive the documents. To ensure accuracy and speed, the police have mobilized maximum personnel and coordinated closely with the Party building department of the ward and Party branches. This approach has made the process smoother and faster than previous campaigns.”

After one week of implementation, Mường Thanh ward has successfully processed 1,769 out of 1,862 party members. On the peak day, the local police received over 500 cases. Lieutenant Thập shared: “We understand that this is not just about replacing cards; it’s about modernizing the management of the Party organization, enhancing transparency, and improving the process. Therefore, even when the workload was high, we encouraged everyone to uphold their responsibility and strive to meet the party members’ needs.”
According to Lieutenant Thập, most of the remaining party members who haven’t completed the card replacement are elderly, have difficulty moving, or have incorrect information. With the determination to complete the task ahead of schedule, the commune police will set up mobile teams to go to the homes of elderly members. The Party building department will support those with discrepancies in their information. They are also working to verify the addresses of absent members so they can submit their paperwork at their new residences.
Mường Thanh ward, which has the largest number of party members in the province (more than 5,100 members), has implemented the Party card replacement procedure in a methodical and proactive manner. The commune’s police and Party building department have worked together to update the list of Party organizations, build a timeline for data collection, and print new Party cards. Additionally, the police have mobilized youth volunteers and other forces to ensure the process is completed on time and efficiently.

The integration of the National Database on Citizens into the Party card replacement process has many benefits: it reduces paperwork, shortens processing time, enhances management efficiency, and creates an accurate long-term data system for the Party’s leadership, especially in the digital transformation era. The expedited process not only meets the Party’s operational requirements but also contributes to improving management, ensuring that party member data is updated accurately and promptly.
With a clear roadmap and strong collaboration between the police and local Party committees, Điện Biên is determined to complete the processing of over 49,000 party member records before the planned deadline of August 15.
