Developing border trade infrastructure: A strategic driver for Điện Biên’s growth

ĐBP - As a mountainous province occupying a uniquely vital strategic position with over 455km of border shared with Laos and China, Điện Biên has consistently identified the development of trade infrastructure as a primary engine for socio-economic progress.

This focus not only improves the livelihoods of local residents but also ensures national defense and security while facilitating cross-border trade and expanding international cooperation.

The provincial authorities have placed a high priority on the economic development of border areas, as the provincial People’s Committee directing agencies and localities to resolutely implement solutions for sustainable growth. These efforts are aimed at creating jobs, increasing income, ensuring social security, and narrowing the developmental gap between regions. This implementation is seamlessly integrated into annual and periodic socio-economic plans, with regular reviews at provincial meetings to assess progress, identify bottlenecks, and promptly devise suitable corrective measures.

To ensure synchronization between policy formulation and economic spatial planning, particularly along dynamic axes connected to National Highway 12 and the Tây Trang, Huổi Puốc, and A Pa Chải border gates, the province is focusing on perfecting institutional frameworks. This creates a favorable foundation for attracting investment into trade, service, and logistics infrastructure in border zones. Specific investment attraction policies have been deployed in line with the orientation of border-gate economic development, expanding trade with Laos and China and establishing a basis for regional connectivity.

The transport infrastructure in the border commune of Mường Nhé has received modern investment, contributing to socio-economic growth and reinforcing national defense in the border region.

Leveraging the advantages of its border location, the province has concentrated on upgrading networks of border and border-gate markets, commercial centers, and economic infrastructure. Central markets in border communes have received investment to become more spacious and modern, providing conducive environments for residents to engage in commerce. Simultaneously, the province is intensifying efforts to exploit trade activities with neighboring countries, prioritizing the completion of infrastructure at key checkpoints such as A Pa Chải - Long Phú, Tây Trang International Border Gate, and Huổi Puốc. These initiatives have allowed import-export activities to maintain steady growth, providing further momentum for the trade and services sector.

Recognizing transportation as a key catalyst for development, since 2022, Điện Biên has allocated over VND 2,000 billion to border infrastructure, prioritizing projects with strategic significance for security and trade. Notable investments include the Mường Nhà - Pha Lay - Marker 130 route at VND 80 billion, the Na Phay - Huổi Chanh road at VND 41 billion, and the Tây Trang - Pa Thơm line exceeding VND 90 billion. These projects, along with roads like Quảng Lâm - Na Cô Sa and the route to the Thanh Luông Border Post, play a pivotal role in enhancing connectivity and shortening travel times between remote communes. Upgrading these inter-commune roads and border-gate axes has expanded trade capacity, reduced transport costs, and facilitated the growth of border trade and eco-historical tourism.

Large-scale resettlement and social welfare projects, such as those related to the Sơn La Hydropower plant and Scheme 79, have also helped alleviate migration pressure and stabilize residential lives. Utilizing capital from National Target Programs for ethnic minority development and sustainable poverty reduction, hundreds of essential infrastructure projects, including rural roads, clean water systems, schools, and medical stations, have been implemented. These efforts serve as the backbone for social security and local production development.

At the recent 2026 border-gate affairs conference, Nguyễn Văn Đoạt, Vice Chairman of the provincial People’s Committee and Head of the provincial Border Affairs Steering Committee, requested that advisory agencies coordinate with Yunnan province (China) to organize the official opening of the A Pa Chải - Long Phú bilateral border gate. He also emphasized the completion of investment procedures for the A Pa Chải area and the future upgrading of the Huổi Puốc (Vietnam) - Na Son (Laos) main border-gate pair into an international crossing.

Adhering to the province’s upcoming roadmap and Decision No.211/QĐ-BDTTG, Điện Biên remains among the 15 prioritized provinces for ethnic minority and mountainous region support. This status provides a critical basis for the province to continue benefiting from specialized socio-economic policies and prioritized resource allocation. Moving forward, the province must proactively refine its planning and mechanisms to suit the unique characteristics of ethnic minority areas, ensuring the efficient use of investment for essential infrastructure and sustainable livelihoods.

By accelerating administrative reform and improving the investment environment, Điện Biên aims to attract more enterprises to participate in border economic development, effectively narrowing the development gap while maintaining regional stability.
