In conditions of a large workload, authorities at all levels have proactively gone down to the grassroots level, been close to the people, listened to the people, and timely resolved issues arising from reality; thereby creating a close attachment between the Party and the people.
When informed that the Working Delegation of the Mường Pồn commune People’s Committee was coming to the village to meet and exchange work, from early morning, the people of the two villages Mường Mươn 1 and Mường Mươn 2 were present in large numbers at the village cultural hall. The atmosphere of the working session took place closely, clearly showing the trust and expectation of the people towards the local Party committee and authority after officially going into operation under the 2-tier government model.
Through the working session, commune leaders grasped the actual situation at the grassroots level, listened to the legitimate thoughts and aspirations of the people; at the same time assessed advantages and difficulties in agricultural production and new rural construction, thereby orienting key tasks in socio-economic development in the coming time.
In a democratic atmosphere, the people of Mường Mươn 1 and Mường Mươn 2 villages frankly exchanged and reflected on existing problems in life and production; wishing for the government’s attention and support to raise income and stabilize life. All opinions were acknowledged and specifically answered by the working delegation, creating high consensus among the people.
Lò Văn Đón, Mường Mươn 1 village, expressed: “Since the day the commune implemented the 2-tier model, we were also worried that officials would be busy with many things and have little time to come down to the village. But today seeing commune leaders coming to the place, listening to the people speak, asking the people about every small matter, we are very happy. The villagers value sincerity the most; if officials are close to the people like this, the people will listen and work together...”
With the spirit of being close to the people, listening to the people, and serving for the people, in the last days of December 2025, the Working Delegation of Xa Dung commune went directly to the grassroots level, working with the people of 2 villages: Tào Xa A and Tào Xa B to grasp the actual situation and listen to people’s opinions after the 2-tier local government officially went into operation. In the working program, commune officials directly met, exchanged, and listened to the opinions, thoughts, and aspirations of the people.
Many opinions and proposals focused on practical issues such as: Developing agricultural production, ensuring social security, supporting the repair of rural transport roads, and electricity and domestic water systems to create favorable conditions for local socio-economic development. The working session took place in a frank, open, and constructive atmosphere, affirming the close relationship between the Party committee, local authority, and the grassroots level, creating a solid foundation for the socio-economic development of Xa Dung commune.
Phạm Đức Minh, Secretary of the Party Committee of Xa Dung commune, affirmed: “Being close to the people and listening to people’s opinions is a consistent requirement in the activities of the Party committee and local authority. Only when officials truly go down to the grassroots level, understand what the people need, and what the people expect, can they issue correct and targeted guidelines, promoting the potential and advantages of each village and each field, thereby serving the people better.”
After the 2-tier local government model officially went into operation, Party committees and authorities at all levels in Điện Biên province clearly defined the motto of action: Close to the people, sticking to the people, listening to the legitimate thoughts and aspirations of the people to timely remove difficulties, stabilize life, and promote socio-economic development. Implementation reality has shown that precisely from listening to the people and understanding the people, many correct guidelines and solutions have been issued and proven effective.
At the time of implementing the arrangement and streamlining of the apparatus associated with the operation of the 2-tier government, localities in the province faced many difficulties, especially heavy damage caused by natural disasters. The workload was large, requiring urgent handling, but with the spirit of serving the people, the province directed drastically and timely deployed response and remedial measures. Hundreds of households were evacuated and moved urgently to safe places; temporary accommodation was arranged, food and necessities were supported, temporary houses were rebuilt, and 6 new resettlement sites were urgently deployed.
To ensure resources to support the people, the province proactively arranged VND 30 billion from the local budget reserve; at the same time received and allocated nearly VND 300 billion from Central support, along with the joining of hands of units, localities, and 100 tons of national reserve rice for hunger relief, life stabilization, and natural disaster consequence remediation. Up to now, people’s lives in natural disaster-affected areas are basically stable; 100% of new houses and repaired houses have been completed; essential infrastructure systems and cut-off transport have been restored timely; resettlement sites have been completed and put into use, creating conditions for people to settle down and feel secure in production labor.
Along with overcoming natural disaster consequences, Điện Biên province pays special attention to social security, considering this an important measure demonstrating the spirit of being close to the people and for the people. In 2025, the province completed 100% of the housing support program for policy beneficiaries and people in difficult circumstances, contributing to improving the quality of life for the people.
When the 2-tier local government model went into stable operation, many localities in the province deployed creative and flexible methods, strongly oriented towards the grassroots level. Many communes and wards promoted the application of information technology, deployed high-level online public services, and shortened the time for resolving administrative procedures for citizens.
Some localities established mobile teams to receive and resolve administrative procedures to support the elderly and disadvantaged people in completing dossiers and papers. Some places organized mobile Public Administration Service Centers to villages and hamlets, both resolving procedures and receiving reflections and recommendations from the people, thereby handling them quickly, transparently, and effectively.
During the period, the whole province organized receptions for 818 turns of citizens with 1,023 people, including 5 large groups; received 1,791 applications, with 1,549 applications eligible for processing. Through resolving complaints and denunciations, many violations in State management work in a number of fields were detected and rectified timely, contributing to consolidating the people’s trust in the Party, the State, and local authorities.
The achieved results have clearly shown the effectiveness of Party committees and authorities at all levels truly orienting towards the grassroots level, being close to the people, sticking to the people, listening, and timely resolving issues of public concern. It is the consensus and trust of the people that have created a combined strength, contributing to ensuring social security, stabilizing life, and promoting the sustainable socio-economic development of the locality.
