Thoroughly grasping the guidelines and resolutions of the Government, the Điện Biên provincial Party Committee has focused on leading and directing the synchronous and comprehensive implementation of Party and political system building, closely attached to local practical requirements, achieving many important results, creating clear changes from awareness to action throughout the system.

In 2025, the provincial Party Committee led and directed the good implementation of political and ideological work for officials, party members, and the People; disseminating, grasping, and seriously and effectively deploying key guidelines and tasks of the Party and the political system. The focus was on proactively directing dissemination work for the preparation and organization of party congresses at all levels for the 2025 - 2030 term, leading up to the 14th National Congress of the Party; organizing for officials and party members to research, discuss, and contribute opinions to the draft Documents of the 15th provincial Party Congress and the 14th National Congress of the Party.

Promoting political and ideological work, creating high unity in the entire political system and consensus among the People regarding the guidelines, requirements, and tasks of arranging and streamlining the organizational apparatus in the spirit of Resolution No.18-NQ/TW of the 12th Central Executive Committee on “Continuing to innovate and arrange the organizational apparatus of the political system to be streamlined, operating effectively and efficiently.” Deploying synchronously, drastically, effectively, and efficiently the arrangement of the organizational apparatus, ensuring the maintenance of stability in the activities of the political system and social life.

Notably, the provincial Party Committee directed the successful organization of congresses for 49 subordinate party organizations. The work of building and rectifying the Party and the political system was promoted comprehensively, synchronously, and drastically in terms of politics, ideology, ethics, organization, and personnel. The province focused on directing the successful implementation of resolutions of the Government and the provincial Party Committee; performing well the task of arranging organization, apparatus, building the staff team, and strong grassroots level party organizations. From the beginning of the term until now, the whole province has admitted 11,425 party members, averaging nearly 2,500 admissions per year, reaching over 5% of the total number of party members in the whole province (exceeding the target of Resolution No.21-NQ/TW), raising the total number of party members in the whole province to 49,870. By the end of 2024, the province successfully eliminated 100% of villages without party cells.

Inspection, supervision, and enforcement of Party discipline are identified as one of the key tasks in Party building. Party committees and inspection commissions at all levels proactively built and organized the implementation of inspection and supervision programs with focus and key points, concentrating on areas prone to violations and issues of public concern. Thereby, contributing to maintaining the Party’s discipline and order, improving the fighting power of party organizations and the quality of officials and party members, and consolidating the People’s trust in the Party. During the year, party committees at all levels disciplined 4 party organizations and 28 party members; inspection commissions at all levels disciplined 33 party members.

Parallel with Party building work, the province pays special attention to building and perfecting a streamlined, effective, and efficient political system, considering this an inevitable requirement to improve the quality of management and administration in the new situation. From July 1, along with the whole country, Điện Biên province officially deployed the 2-level local government model, demonstrating high political determination in arranging and consolidating the apparatus.

On the basis of a comprehensive, scientific, and prudent review, the province arranged to reduce from 129 communes, wards, and towns down to 45 communes and wards, ensuring streamlined focal points and reducing intermediate levels. At the same time, maintaining stability and smoothness in leadership and management, creating favorable conditions to improve the validity and efficiency of grassroots level government operations. Administrative reform was promoted, associated with digital transformation, improving service quality for people and businesses. Administrative discipline and order were strengthened; the sense of responsibility and service attitude towards the people of the team of officials, civil servants, and public employees showed positive changes.

The results achieved in building the Party and the political system have created a solid political foundation, promoting the socio-economic development of the province. The gross regional domestic product (GRDP) reached VND 17,661.86 billion; per capita GRDP reached VND 52.95 million/person/year. Education quality has been step-by-step improved. Cultural and artistic activities were promoted, contributing to preserving and promoting the cultural identity of ethnic groups and consolidating the great national unity bloc. Social security work was deployed timely and effectively, step-by-step improving the material and spiritual life of the People.

Important and comprehensive achievements in 2025 will be a solid premise and foundation for the Party organization, authorities, and People of ethnic groups in the province to be determined to promote the “Điện Biên Phủ Spirit” to build Điện Biên province to develop in the direction of a green - smart - sustainable economy. Aiming for the goal of becoming a fairly developed province in the region by 2030; joining the whole country in entering a new era of development - the era of the nation’s rise.
