Administrative reform in Pú Nhung

ĐBP - In the highland commune of Pú Nhung, administrative reform has moved beyond policy to become a practical reality in the lives of the people.

This progress is visible through the satisfaction of residents who complete their procedures in just a few minutes of waiting and through efficient operations within a digital environment. Consequently, the public’s trust in the local government is growing increasingly steadfast.

Early in the morning at the Pú Nhung commune Public Service Center, one no longer sees residents lining up with stacks of paper files as in the past. Instead, officials now guide people to scan QR codes and look up administrative procedures on the center’s computers. With just a few steps on a smartphone or computer, supported by dedicated specialized civil servants, administrative applications are successfully processed electronically.

Sùng A Tủa, a resident of Phiêng Pi village, shared that while he previously had to travel multiple times and wait quite a while, the new online system is fast and convenient, leaving him very satisfied. This sentiment is a clear testament to the powerful transformation of Pú Nhung since the two-tier local government model officially began operating on July 1, 2025.

Driven by the motto “Taking citizen satisfaction as the measure of work efficiency,” Pú Nhung has focused on modernizing its administration and bringing digital technology to every village. The application of digital signatures and electronic document management systems has been implemented synchronously. Currently, 100% of the commune’s electronic documents are exchanged via the network, and all leaders and specialized civil servants are proficient in using digital signatures for their work. This outcome demonstrates the determination of the entire local political system to build a digital government.

Thanks to these synchronized solutions, administrative reform in Pú Nhung has achieved distinct results. In the first quarter of 2026, the Public Service Center received 481 applications, with a 100% online processing rate and 100% of procedures resolved ahead of schedule. According to the 2025 evaluation of the service index for people and businesses on the National Public Service Portal, Pú Nhung scored 93.48 points, ranking as “Excellent.” This represents a significant breakthrough for a highland commune.

Despite these achievements, administrative reform in Pú Nhung still faces various challenges. The technological infrastructure is not yet fully synchronized, as some villages still lack access to the national power grid or mobile signals, making it difficult for residents to access online public services. Additionally, some citizens, particularly the elderly, remain hesitant when navigating digital platforms. Funding for these reforms is mostly integrated into regular operating budgets, and the equipment for digitizing records has not yet kept pace with actual demands.

Discussing local reform efforts, Tòng Văn Nghiến, Vice Chairman of the Pú Nhung commune People’s Committee, stated that the commune views administrative reform as a central, ongoing task. Looking ahead, the commune will intensify propaganda and guidance so that residents can truly master the technology. At the same time, the local government will request that higher authorities invest in telecommunications infrastructure for remote areas to ensure no one is left behind in the digital transformation process.

The commune also aims to further improve service quality, maintain the rate of early or on-time file resolution, and push for the full digitization of administrative results. Diverse communication methods will be used, including village loudspeakers, community Zalo groups, and village meetings, to help residents understand their rights when using public services. Furthermore, administrative discipline will be strengthened, with reform results serving as a key criterion for the annual evaluation and ranking of officials. Administrative reform in Pú Nhung is changing the face of the highlands, turning difficulties into a motivation for innovation and building a digital government that serves the people better each day.
