Món Hà village, Mường Lạn commune has nearly 160 households, mainly ethnic minorities. Previously, the intra-village road was just a narrow, degraded dirt path. Whenever it rained, it became slippery and muddy, making it very difficult for children to go to school and for people to go to work or transport goods. This situation lasted for many years, significantly affecting the people’s daily lives and production.
Stemming from practical needs, the Mường Lạn commune authorities called for and mobilized socialized resources to renovate and upgrade the nearly 1km-long road. To date, the appearance of Món Hà has flourished with a spacious and clean concrete road, making travel and the circulation of agricultural products much more convenient.
Nguyễn Thế Trung, Chairman of the Mường Lạn commune People’s Committee, stated: During the implementation process, initially, some households were still hesitant. However, thanks to persistent dissemination and dialogue, the people proactively donated land and dismantled fences, trees, and auxiliary structures. Nearly 2,000m2 of land and many assets were voluntarily contributed without requesting compensation.
The Sơn La - Điện Biên - Tây Trang Border Gate Expressway Project (phase 1) has a length of about 48.3km, contributing to completing the Sơn La - Điện Biên connecting axis. Once put into operation, the route will enhance regional connectivity, shorten the travel time from Điện Biên to Sơn La, Phú Thọ, and the capital city of Hà Nội. At the same time, it will improve the operational efficiency of Điện Biên Airport, meet the growing transportation demand, and create room for service and tourism development.
In Mường Ảng commune, the route passing through the area is about 10.4km long (from Km16+900 to Km27+300), expected to go through Co Sản village with intersections connecting to the inter-commune road system. Besides the support and expectations for development opportunities, a segment of the people still had concerns regarding land, livelihoods, and the implementation process. However, upon being disseminated and mobilized, the people gradually reached a consensus, facilitating the project’s execution.
Lường Văn Thi, Head of Co Sản village, Mường Ảng commune, shared: “We are very much looking forward to and expecting the road to be implemented and completed soon so that travel will be convenient, opening up opportunities for economic development and improving the lives of the people in the area.”
The investment project to build the provincial Sports Center involves recovering over 13ha of land, affecting over 260 households in residential groups 19, 20, and 21 (formerly Him Lam ward, now Điện Biên Phủ ward). Due to its wide scope of impact, the project faced many difficulties in site clearance. However, to date, the progress has seen positive changes as more than 46% of households subject to relocation have signed handover minutes, corresponding to over 6ha of land.
Nguyễn Quang Hưng, Secretary of the Điện Biên Phủ ward Party Committee, shared: The ward always determines that dissemination and mobilization work must be one step ahead. Party committees, authorities, and mass organizations have synchronously stepped in, closely followed the locality, and grasped the thoughts of each household to promptly explain and resolve arising obstacles. Policies related to compensation, support, and resettlement are publicized transparently, ensuring the legitimate rights of the people.
Along with that, organizing direct dialogues is maintained regularly, helping people clearly understand the project’s goals and significance for the overall development of the locality. Thanks to appropriate approaches, public consensus is gradually consolidated, creating positive changes in site clearance. In the coming time, Điện Biên Phủ ward will continue to promote dissemination and mobilize the remaining households to hand over the site soon, contributing to ensuring the project’s implementation schedule as planned.
Being creative in approaches, stepping up dialogues with the people, and flexibly applying mechanisms and policies to remove difficulties have brought great results. From 2020 to present, heads of Party committees at all levels have organized nearly 1,000 regular citizen reception meetings and over 800 unexpected citizen reception meetings, promptly receiving and resolving many petitions related to land, compensation, and site clearance support.
As a result, many key projects and works, such as the May 7th Road, the airport bypass route, and the traffic road connecting key economic areas along National Highway 279 and National Highway 12, have been unblocked, contributing to creating a clear transformation in the infrastructural appearance and the lives of the people today.
