Facing that reality, recently, levels, sectors, and localities in Điện Biên province have been deploying synchronous solutions, aiming to build a safe, equal, and progressive living environment.
Although having more favorable conditions compared to some other areas, the lives of people in Nà Tấu commune still mainly rely on agricultural production; economic conditions remain difficult, and awareness levels are uneven. The impacts of living habits and old ways of thinking have had certain influences on family relationships. Stemming from that reality, Nà Tấu commune established many Community Communication Teams in villages, playing a core role in bringing domestic violence prevention and control content to each household.
Among the effectively implemented areas, Tà Cáng village is considered a bright spot of Nà Tấu commune as the Community Communication Team clearly promotes its role and responsibility in information dissemination and mobilizing people to change awareness and behavior. Lường Văn Nọi, Head of the Community Communication Team of Tà Cáng village, shared that team members regularly visit each family to exchange and remind; at the same time, integrating information dissemination into village meetings and community activities. Thereby helping people clearly understand that domestic violence is not a private matter of each family and if it happens, it will affect the whole village, leading many people to change their behavior and know how to restrain themselves better.
Besides maintaining the effective model of Community Communication Teams, the commune party committee and authorities focus on promoting information dissemination and mobilizing people to raise awareness, step-by-step changing behavior in building family life. The commune also promotes the role of mass organizations, especially the Women’s Union, in supporting women, children, and disadvantaged groups by maintaining happy family models, community activity clubs, and grassroots-level reconciliation teams.
Nguyễn Ngọc Trường, Vice Chairman of the Nà Tấu commune People’s Committee, said the synchronous deployment of domestic violence prevention and control solutions associated with building cultural families helps raise people’s awareness, creating positive changes in lifestyle and behavior among members. Especially, thanks to promoting prevention and information dissemination work right from the grassroots level, recently there have been no domestic violence cases in the commune, the spirit of solidarity in the community has been consolidated, and family life is increasingly stable and progressive.
In Na Sang commune, the work of building equal and progressive families is deployed in association with grassroots-level emulation movements and local socio-economic development tasks. On the basis of maintaining models of building cultural families, community activities, and grassroots-level reconciliation teams, information dissemination on gender equality is promoted through specific and practical activities.
Recently, the commune successfully organized a communication campaign on implementing gender equality, eliminating gender prejudices and stereotypes in the family and community; and solving urgent issues for women and children in 2025. Within the framework of the program, delegates, women members, and people heard information dissemination on the prevention and control of child marriage and consanguineous marriage - problems that still exist in some highland villages and ethnic minority areas; information dissemination on sex imbalance at birth, traffic safety order; and prevention and control of human trafficking. The campaign attracted the participation of a large number of officials, women members, and people in the area.
Lường Thị Hương, Na Sang village, Na Sang commune, shared: “Previously, there were still some families in the village who held old views on the roles of men and women, sometimes leading to daughters not being fully educated or marriage decisions being hasty. After participating in the campaign, I and many people in the village understood more about gender equality, the rights of women and children as well as the importance of preventing child marriage and consanguineous marriage. We will apply this knowledge to daily life, building happier and more progressive families.”
In the 2021 - 2025 period, along with implementing the National Strategy on Gender Equality, Điện Biên pays special attention to building and maintaining domestic violence prevention and control models at the grassroots level. To date, the whole province has 100 domestic violence prevention and control models according to the standards of the Ministry of Culture, Sports and Tourism; 613 sustainable family development clubs; 698 domestic violence prevention and control groups and 806 “trusted addresses” in the community. These models are deployed widely in communes, villages, hamlets, and residential groups, especially in remote, isolated, and ethnic minority areas.
Along with the efforts of levels and sectors, the Law on Domestic Violence Prevention and Control issued and effective from July 2023 is one of the important factors bringing gender equality in society. Implementing this Law, annually, the work of mobilizing and supporting resources to implement domestic violence prevention and control work has received more attention.
Information dissemination and mobilization of members and the masses to commit to no domestic violence acts and build happy families are focused on. Many organizations and professional associations proactively participate in counseling and reconciliation in domestic violence prevention and control, supporting victims of domestic violence, and educating perpetrators. Thereby, awareness of domestic violence prevention and control in the whole society is raised; the quality of life of individuals and families is improved, contributing to social stability and building happy families.
