According to the provincial master plan for the 2021 - 2030 period, with a vision to 2050, one of the key tasks is to create new development linkages within the province and with neighboring provinces in agriculture, industry, and tourism. This is aimed at maximizing the potential of localities within the province as well as leveraging the development advantages of the wider region.

The province has defined its development based on a spatial structure model of: 4 dynamic axes - 3 economic zones - 4 growth poles. The three economic zones include: Economic Zone I (Điện Biên Phủ city, and the former districts of Điện Biên and Điện Biên Đông), which is a dynamic region for diversified development in agriculture, forestry, tourism, processing industries, and trade services. Economic Zone II (the former districts of Tủa Chùa, Tuần Giáo, and Mường Ảng) focuses on developing the agro-forestry economy, processing industries, and tourism. Economic Zone III (the areas of Mường Nhé, Nậm Pồ, Mường Chà, and the former Mường Lay town) concentrates on developing agriculture, forestry, aquaculture, tourism, trade, and services.
Mr. Lê Xuân Cảnh, Director of the Department of Agriculture and Environment, stated: “The Department has advised the provincial People’s Committee on issuing policies to support agro-forestry production and implement agricultural restructuring. This includes shifting the production structure to focus on developing key crops with advantages and high added value. Production is linked to a large scale, prioritizing investment in developing linkage models that create supply chains for main crop groups such as high-quality rice, coffee, tea, vegetables, fruits, and medicinal plants. We are also expanding production according to GAP and organic standards and forming linkage models between farmers, cooperatives, and businesses.”

Currently, the entire province has over 4,000 hectares of high-quality rice in the Mường Thanh field; about 7,000 hectares of coffee concentrated in the communes of Mường Ảng, Nà Tấu, Tuần Giáo, Quài Tở, and Pú Nhung; more than 600 hectares of Shan tuyết tea in Sín Chải and Sính Phình communes; over 6,000 hectares of macadamia, and nearly 3,000 hectares of fruit trees in several communes. Concentrated livestock farming zones for buffaloes, cattle, pigs, and goats have also been established. Many of the province’s agricultural products have established brand names in the market, such as rice, Mường Ảng coffee, and Tủa Chùa Shan tuyết tea. These concentrated production zones have contributed to increasing productivity, the value of agricultural products, and improving the income of the people.
With the goal of developing tourism into a key economic sector, striving for it to contribute over 10% of the province’s GRDP by 2030, the province has paid special attention to cooperation and linkage in tourism development. The province has signed cooperation and linkage programs for tourism development with the expanded Northwest provinces and with Ho Chi Minh City, Hanoi, Hai Phong, and Thanh Hoa. During the cooperation process, the parties regularly exchange information and experience in state management of tourism, as well as in promoting tourism, developing tourism products, and attracting investment. The province has organized the Điện Biên Culture and Tourism Week in the provinces and cities that signed the cooperation program. It has also successfully held many typical cultural and tourism events such as the National Tourism Year - Điện Biên 2024, the annual Ban Flower Festival, and most recently, the Festival of Northwestern Quintessence - Điện Biên in 2025.

In the coming time, Điện Biên will strengthen linkages and cooperation in tourism development with localities within the country, the region, and internationally. At the same time, it will continue to improve transport infrastructure connecting to tourist destinations, coordinate to enhance the operational efficiency of the Hanoi - Điện Biên flight route, and research opening new routes connecting to major tourism centers, contributing to promoting sustainable tourism development.
For other important sectors such as construction, trade services, and industry, the province is strengthening cooperation and regional linkage activities to effectively promote the locality’s potential and advantages.
Promoting regional linkage is considered a key factor in creating momentum for socio-economic development. Therefore, Điện Biên will continue to research and issue mechanisms and policies in various fields to attract investment resources. It will enhance cooperation and linkage with provinces in the region and across the country to create development opportunities in fields where the province has an advantage. At the same time, it will promote international cooperation, creating conditions for businesses, organizations, and individuals to access information, explore opportunities, and implement investments in Điện Biên.
