Poverty reduction in Điện Biên: From movement to action

ĐBP - Through many flexible, creative, and practical methods, localities in Điện Biên province have promoted the emulation movement “For the poor - Leaving no one behind”; thereby creating motivation for the poor and households in difficult circumstances to rise up and stabilize their lives.

Effective economic models and examples of self-reliance have contributed to strongly spreading the spirit of solidarity and responsibility within the community.

Previously, the life of Giàng A Sở’s family in Huổi Hẹt village (Nậm Kè commune) faced many difficulties. Instead of waiting for support, Sở proactively sought new directions in economic development. His family boldly invested in a rice milling machine and a threshing machine to serve agricultural production, both bringing income and supporting life development for villagers. Concurrently, the family developed pig and chicken farming, grew corn and vegetables, maximizing land and labor to create a stable revenue source.

Thanks to his own efforts and the whole family, Sở’s family economy has become increasingly prosperous, his children are fully educated, and life has gradually improved. Notably, in 2025, Sở voluntarily wrote an application to leave the poor household list. “I know poor households enjoy many support policies, but I see many families in more difficulty than mine needing help. Therefore, I ask to leave poverty to rise up on my own and create opportunities for other poor households,” Sở shared.

Sở’s voluntary application to leave poverty demonstrated determination to rise up; contributing to gradually eliminating the psychology of reliance and creating new motivation on the journey of economic development for people in the commune. Nguyễn Tiến Thành, Chairman of the People’s Committee of Nậm Kè commune, stated: Giàng A Sở’s family is clear proof of the spirit of not waiting or relying on the support of the Party and State. The will to escape poverty of the family members has spread strongly, inspiring many other households in the village. We hope that in the coming time, the commune will continue to have many households promoting the pioneering role like Sở’s family to contribute to building an increasingly developed Nậm Kè commune.

In recent years, the emulation movement “For the poor - Leaving no one behind” in Mường Ảng commune has seen many typical examples. After much effort, Vàng A Đa’s household in Tát Hẹ village has become a model of the spirit of overcoming difficulties and the will to get rich legitimately. From a starting point of many deprivations, Đa’s family has gradually risen, developed a sustainable economy, and actively shared experiences, helping many poor households in the village improve their lives.

With the determination to escape poverty through labor, Đa boldly developed a farming model combined with cultivation. Every year, his family maintains raising 30 - 40 goats, along with 20 meat pigs, 150 poultry, and a 1,000m² fish pond, bringing significant income. Along with that, Đa focuses on expanding cultivation areas with 2ha of production forest, 1ha of newly planted coffee, 4ha of coffee being harvested, 4ha of macadamia, and 7,000m² of rice. After deducting costs, the family’s total annual income is estimated at VND 500 million.

When the family economy developed stably, Đa also actively supported the community. Realizing the potential of coffee and macadamia trees, he stood up to mobilize and guide people on how to prepare soil, dig holes, plant, and care for them. For many poor households lacking capital and techniques, he is ready to help so they have conditions to rise up. Thanks to this spread, the coffee area in the whole village increased to 70ha, macadamia reached 11ha, and many households have risen to escape poverty sustainably. Đa confided: “I always think that escaping poverty is not just for myself, but also to help the villagers go up together. I share whatever experience I have, and if conditions allow, I support capital and techniques for everyone, especially the poor in the village. Every small action, if done with enthusiasm, will bring great change to the locality...”

Recently, the emulation movement “For the poor - Leaving no one behind” has become an important driving force prompting localities in the province to implement many practical activities, helping the poor, near-poor households, and families in difficult circumstances to have conditions to rise up in life. From this movement, many good, creative, and effective methods have been applied, contributing to ensuring social security, improving people’s lives, and promoting socio-economic development sustainably.

In particular, promoting strengths in agriculture and forestry, Điện Biên province has timely implemented many poverty reduction support policies, especially policies to support production development under the linkage and product consumption model. Many economic models suitable for local characteristics have been formed and replicated, creating stable jobs for people, especially poor households, near-poor households, households newly escaping poverty, and people with disabilities. Organizational forms such as: Cooperatives, cooperative groups, self-management groups, poverty escape groups, vocational education institutions... are strengthened to create sustainable livelihoods and increase income for people.

Along with that, the province focuses on trade promotion, market connection, and support for product consumption, especially with agricultural cooperatives. Thanks to the linkage between the government, businesses, and people, the output for many characteristic products has been expanded, helping people feel secure in production and bold in investment.

Implementing the emulation movement “For the poor - Leaving no one behind” for the 2021 - 2025 period, the standing agency of the Program coordinated with localities to promote information dissemination about effective poverty reduction models. Thanks to that, the movement spread deeply and widely, attracting the participation of a large number of officials and people. From 2022 to the present, the whole province has had more than 2,000 poor and near-poor households voluntarily applying to leave the poor list, demonstrating the people’s spirit of self-reliance and self-strengthening. Thereby affirming the importance of the emulation movement “For the poor - Leaving no one behind” in the process of promoting and creating motivation for every citizen to rise up; at the same time affirming Điện Biên province’s determination in the journey of building a developed community where no one is left behind.
