Positive signals from attracting investment in key sectors

ĐBP - In recent years, Điện Biên province has focused on implementing many synchronous solutions to improve the investment and business environment and enhance the competitiveness of the local economy.

Through these efforts, the province has gradually affirmed its attraction to investors, especially in key sectors such as agriculture, energy, and tourism; many large groups and enterprises have come to survey, research, and propose investment projects in the area. It seems Điện Biên is quite busy planting the seeds for a very profitable future, literally, in the case of those macadamia trees!

During the 2021 - 2025 period, the Điện Biên provincial People’s Committee approved investment policies and granted investment certificates to 85 projects with a total registered capital of over VND 25,690 billion, including many large-scale projects in urban areas, trade-services, and high-tech agriculture. To date, the entire province has 223 projects with approved investment policies, with a total registered capital of more than VND 48,107 billion; among these, 129 projects have been completed and put into operation, with a total investment of approximately VND 13,498 billion.

The Resolution of the 15th Điện Biên provincial Party Congress for the 2025 - 2030 term identifies the goal of developing toward a green, smart, and sustainable economy; becoming one of the tourism centers of the region and a fairly developed province in the area. In that strategy, attracting non-budget investment is identified as one of the important growth drivers of the economy. Right from the beginning of the term, Điện Biên province has proactively implemented promotion and investment attraction activities in a focused and key direction; focusing on calling for investment into sectors with competitive advantages and suitable development trends such as renewable energy, high-tech agriculture, processing industry, and effectively exploiting resource values associated with tourism development.

Điện Biên is assessed as a locality with much potential and advantage for agricultural development, especially macadamia trees. Currently, the entire province has over 12,000ha of macadamia; by 2030, Điện Biên aims to form concentrated macadamia commodity production areas with a scale of approximately 40,000ha, striving to become the locality with the largest macadamia area in the country. Over the past years, the province has attracted many enterprises to invest in projects to develop macadamia trees, gradually forming a concentrated and sustainable raw material area. Notably, TH Group has been implementing a macadamia planting project with a scale of more than 18,000ha, including a core area of about 4,000ha and a linked area of about 14,000ha, concentrated in the communes of the old Tuần Giáo district from 2023 to the present.

Based on the existing raw material area and development potential in the coming time, at the beginning of last January, TH Group sent a document to the Điện Biên provincial People’s Committee proposing to invest in building a macadamia processing factory in the province. According to the proposal, the factory is expected to be built in Tuần Giáo commune, with a scale of about 5ha, performing deep processing of products from macadamia nuts, associated with developing a stable, long-term raw material area and purchasing products for people in the province as well as neighboring areas. The proposal of TH Group to invest in a macadamia processing factory is expected to contribute to increasing the added value of products through deep processing, creating more jobs, promoting local socio-economic development, and continuing to affirm the attraction of Điện Biên in attracting investment in the fields of high-tech agriculture and agricultural product processing.

Based on the proposal of TH Group, the Điện Biên provincial People’s Committee has directed relevant departments, branches, and localities to proactively coordinate and accompany the investor in implementing the project to build a macadamia processing factory in Tuần Giáo commune. Specifically, the Department of Agriculture and Environment is in charge of advising on location approval and guiding land procedures; the Department of Finance guides investment procedures and monitors project progress; the Tuần Giáo commune People’s Committee coordinates land clearance and land fund allocation, ensuring technical infrastructure and creating favorable conditions for the project to be implemented on schedule.

Recently, Điện Biên province welcomed and worked with Mavin Group, one of the 10 largest foreign enterprises investing in agriculture in Vietnam, to survey and research investment opportunities for a high-tech agricultural complex in Chiềng Sinh commune. The project is expected to have a total investment of about VND 400 - 450 billion, with a scale of 200 - 250ha, including categories such as a livestock feed production plant, agricultural product processing, organic fertilizer production, a pig breeding center, and a biological buffer forest area, applying modern and environment-friendly technology. After completing the procedures according to regulations, the project is expected to be implemented in Q1/2026.

Also in the field of livestock, at the beginning of January 2026, Tuần Giáo commune worked with the Tuần Giáo High-tech Livestock and Agriculture Joint Stock Company to implement a project for a high-tech livestock farm and agriculture in the area. The project is expected to be implemented in 2026 at Củ village, with a scale of about 50ha and a total investment of about VND 300 billion. The project aims toward developing concentrated livestock, applying high technology, and being environment-friendly; when in operation, it will create stable jobs for about 200 local workers.

The concentrated, high-tech livestock projects about to be implemented are expected to create a breakthrough in the local high-tech agricultural development, contributing to innovating production thinking, creating jobs, and promoting socio-economic development. Currently, the party committees and authorities of the two communes of Tuần Giáo and Chiềng Sinh are coordinating closely with the provincial departments and branches, accompanying Mavin Group, to promptly remove difficulties and create favorable conditions for the project to be implemented effectively.

Besides agriculture, Điện Biên is assessed as a locality rich in potential for developing the energy industry, especially hydropower, wind power, and solar power. In 2026, the province aims to complete investment procedures and start construction on 4 renewable energy projects, including: Điện Biên 1 Solar Power Plant; Nậm Pồ Solar Power Plant; Battery-integrated Solar Power Plant on Pá Khoang lake (phase 1, capacity 70 - 100MW), and the Envision Nậm Pồ Wind Power Project. It is expected that in Q2/2026, the province will start construction on two key projects: the Envision Nậm Pồ Wind Power Plant with a designed capacity of 125MW and a total investment of about VND 4,375 billion, and the Nậm Pồ 1 Solar Power Plant with a capacity of about 150MW in Chà Tở and Si Pa Phìn communes.

In the field of tourism, Điện Biên province is urgently completing procedures and calling for investment in key projects such as golf courses and the Mường Phăng cable car to create highlights for tourism development. When in operation, these projects will not only create thousands of direct and indirect jobs, contributing to increasing income and shifting the labor structure, but also supplement high-quality tourism products, extend the stay of tourists, and increase their spending, creating a spillover effect to promote local socio-economic development.

The positive results in attracting investment over the past time affirm the correct direction of the province in improving the investment and business environment. In the coming time, Điện Biên province will continue to promote administrative reform, increase accompaniment with enterprises, and implement investment attraction in a focused and key direction, gradually developing the efficiency of key sectors and creating a solid foundation for rapid and sustainable socio-economic development.
