One key project, the road connecting the Hospital junction to Tà Lèng intersection (including the section from N2 to N20), was approved by the provincial People’s Committee under Decision No.984/QD-UBND dated June 16, 2023, with total investment of VND 165.216 billion from the central government’s medium-term 2021-2025 budget. The 1.48km urban-standard road includes three construction packages.

The project requires reclaiming 6.36 hectares of land, involving 134 households and three organizations. However, land clearance remains entangled, with valuation of production forest land and land origin in Mường Thanh ward still unresolved, affecting progress. The investor is now working with relevant agencies to finalize compensation, resettlement, and support policies while urging contractors to accelerate construction in order to complete the project as planned.
So far, all affected households have been surveyed, with 66 families handing over more than 39,589 square meters of land. Thanks to these efforts, implementation has achieved important results: Package 1 (from marker N2 to marker B23) has reached 73.8% of its contract value; Package 2 (the remaining sections) 83.38%; and Package 3 (power supply and landscaping) about 30%.

We are addressing each obstacle, working with local residents for consensus, and moving forward on cleared areas to ensure timely completion.”

After recent restructuring, the PMLDB - Region 1 quickly stabilized its workforce and streamlined operations to improve efficiency. The unit is currently managing over 20 key projects across the province, many of them crucial transport and urban infrastructure works. While challenges persist: slow site clearance, prolonged rain, and coordination difficulties, the investor has stayed aligned with provincial directives, strengthened cooperation with local authorities, and pushed contractors to work wherever land is available, gradually overcoming bottlenecks to keep projects on schedule.
Following the provincial People’s Committee’s Decision No.1712/QD-UBND dated August 1, 2025, the PMLDB - Region 5 promptly launched construction of the Si Pa Phìn Primary and Secondary School. This flagship project is expected to significantly improve local education once completed.
To fast-track progress, the investor worked closely with provincial departments, local authorities, and consultants to complete all preparatory steps, from approving the survey plan and simplified contractor selection to securing land handover from local residents. Dozens of machines and workers have since been mobilized to push forward despite difficult conditions.
Nguyễn Hồng Thắng, acting Director of the PMLDB - Region 5, said: “The workload is huge and the timeframe short, which is a big challenge. But with strong support and direction from the province and related agencies, we are determined to deliver the project on time with guaranteed quality.”

In recent months, project management units, investors, and contractors across the province have stepped up solutions to overcome obstacles and maintain progress on key works. Major infrastructure projects such as roads, schools, and resettlement areas face large workloads within tight deadlines, compounded by land clearance difficulties and unfavorable weather.
However, close supervision from the provincial Party Committee and People’s Committee, along with strong inter-agency coordination, has helped ensure timelines and quality. Timely guidance on investment, land, and resource procedures, combined with cooperation from local governments, has paved the way for faster construction.
