Proactive production
With support for the MARS12-PLUS HOT AIR automatic coffee roasting machine, the production workshop of the Hà Chung Coffee Processing facility in Mường Ảng commune has become proactive in product manufacturing, storage, and consumption; diversifying designs, and enhancing product quality and value.
Bùi Thị Việt Hà, owner of Hà Chung Coffee Processing facility in Mường Ảng commune, said: “The facility offers coffee products including: Pure Arabica powdered coffee for phin brewing; scented coffee bags for cars; coffee for facial masks and body whitening; and coffee liqueur. The focus is mainly on deep processing of pure powdered coffee for phin brewing. Recently, the facility continued to expand its production scale and upgrade its warehouse. Notably, thanks to the financial support for purchasing industrial roasting equipment, the facility has established a modern production chain, meeting the requirements of domestic and international markets with large volumes.”
The coffee roasting machine operates stably and saves energy. The coffee beans in the roasting drum are evenly heated and cooked due to the machine’s continuous mixing; it has a reverse motor and a fan to suck out the chaff, preventing charring in the rotating drum. The coffee batches after roasting ensure uniform quality, optimized time, and safety for users. The advanced technology saves fuel, speeds up roasting time, and automates transitions between batches. This has boosted the processing output to 7 - 10 tons of parchment coffee/year.
Implementing the project “Supporting the application of advanced machinery and equipment in coffee processing,” after the Provincial People’s Committee approved the 2024 Local Industrial Promotion Plan, the Center for Industrial Promotion and Industrial Development Consulting (Department of Industry and Trade) assigned the Consulting - Industrial Promotion Division to send personnel to check the progress of machinery and equipment investment in accordance with the approved project proposal. Concurrently, the facility was requested to provide complete records and sales invoices for the machinery and equipment to finalize the industrial promotion project documentation according to current regulations. The Center signed a contract on coordinating the project implementation with the Hà Chung Coffee Processing facility, with a supported cost of VND 150 million out of a total cost of more than VND 345 million for one MARS12-PLUS HOT AIR automatic coffee roasting machine.
Similarly, the production workshop of Tủa Chùa Gynostemma Pentaphyllum Cooperative in Tủa Chùa commune also recently received support for an automatic packaging machine for the production of herbal tea bags from Gynostemma Pentaphyllum, with a total supported cost of VND 100 million out of the machine’s total value of VND 253 million. This type of machine is suitable for packaging products such as crushed tea, coffee, ginseng, and herbal tea. The machine fully automates the stages of: bag formation, material dosing, weighing, sealing, labeling, threading, and counting. By reducing labor costs and improving product quality, the cooperative has become proactive in product manufacturing, storage, and consumption; diversifying designs, and enhancing the quality and value of Gynostemma Pentaphyllum. Notably, the cooperative created stable income-generating jobs for 78 households involved in growing raw Gynostemma Pentaphyllum.
Phạm Xuân Trường, Deputy Director of the Center for Industrial Promotion and Industrial Development Consulting, Department of Industry and Trade, said: “The Center will continue to accompany the facilities, monitor, and evaluate the results of project implementation according to regulations. At the same time, it will disseminate industrial promotion policies and encourage other units in the province to invest in advanced machinery and equipment for production and business.”
Enhancing industrial promotion efficiency
In the 2021 - 2025 period, the industrial promotion program has been implemented in a number of encouraged development fields within the province, such as: agricultural product processing, development of typical rural industrial products, OCOP products, small-scale handicraft products for tourism gifts; and products linked to value chain production. Industrial promotion activities have encouraged rural industrial establishments to invest in expansion, production development, improving management capacity, and enhancing product competitiveness to meet market demands. Support for the investment and application of advanced machinery, equipment, science, and technology in production has created a positive shift in modernizing production, reducing manual labor, increasing productivity and product quality, and minimizing environmental pollution. This contributes to shifting the economic structure, generating employment, increasing income for laborers, and accelerating the process of new-style rural construction in the province.
From 2021 to 2024, the entire province implemented 19 industrial promotion projects with a total supported funding of VND 3.6 billion. Of this, national industrial promotion funding supported 7 projects with a total cost of VND 2.1 billion; local industrial promotion funding supported 12 projects with a total cost of over VND 1.5 billion.
Vũ Hồng Sơn, Director of the Department of Industry and Trade, said: In 2025, the province submitted a request for national industrial promotion funding to support 3 facilities with a total cost of VND 600 million. Currently, the Ministry of Industry and Trade has not issued a decision assigning the 2025 national industrial promotion funding. For local industrial promotion funding, the total budgeted funding allocated is VND 550 million. The Center for Industrial Promotion and Industrial Development Consulting has developed a plan to implement the 2025 local industrial promotion project, ensuring timely progress. It is expected to implement 5 local industrial promotion projects with funding of VND 550 million and 2 national industrial promotion projects with funding of VND 600 million.
Considered an effective “seed capital” for enterprises to boldly invest in applying advanced machinery, equipment, and technology into their production processes, the province currently has not mobilized non-state budget resources to support these activities. Furthermore, the industrial promotion program has only focused on implementing content that supports the application of advanced machinery and equipment in production. Some approved projects have to be adjusted, and some cannot be implemented. Meanwhile, enterprises in the province are mainly small-scale, with few operating in the industrial sector, and investment in expanding production development and improving technical machinery lines remains limited.
In the coming time, the Department of Industry and Trade will develop industrial promotion programs, plans, and projects suitable to the Điện Biên provincial Master Plan for the 2025 - 2030 period, with a vision to 2050; promoting all resources and potential, contributing to economic restructuring, enhancing the industrial production index, creating jobs for rural laborers, and linking economic development with environmental protection. The sector strives to build at least 2 demonstration models of new technology and new products; supporting 45 industrial production establishments to invest in, improve, and apply advanced machinery and equipment in production. Concurrently, it will support facilities to participate in trade fairs and exhibitions, introduce industrial and small-scale handicraft products in other provinces; and support the provision of information on industrial development and industrial promotion policies.
