During the 2021 - 2025 period, Điện Biên province allocated significant resources to develop transportation infrastructure, including approximately 20.8% from the local budget and 43.5% from the central budget. This funding focused on key transportation projects with high regional connectivity. Notable examples include the investment project to expand the Điện Biên airport and the dynamic road along with various works to upgrade the system of provincial roads and inter-commune roads.
The year 2023 marked an important turning point in the development of Điện Biên transportation infrastructure as the Điện Biên airport completed its upgrade to accommodate large aircraft such as the A320 and A321. This strategic project helps overcome the challenge of being far from the center while enhancing connectivity and shortening travel time between Điện Biên and major economic hubs. Recently, Vietnam Airlines launched a direct flight from Hồ Chí Minh City to Điện Biên, which facilitates trade and travel for people and businesses while bringing the image of Điện Biên closer to domestic and international tourists.
Lê Đình Nguyên, a tourist from Hồ Chí Minh City, shared that having a direct flight to Điện Biên significantly reduces travel time. Only after a few hours of flying, tourists can arrive at the historic land to explore the majestic natural beauty and the unique cultural identity of the northwest. In addition to aviation development, Điện Biên province focuses on investing in key transportation routes to expand development space. The provincial authorities are step-by-step upgrading the system of provincial roads, inter-commune roads, and inter-hamlet roads to shorten the distance between favorable and difficult regions. Several important projects are being implemented in the 2021 - 2025 period, such as the dynamic road and the renovation of quốc lộ 12D. Other routes include Phì Nhừ - Phình Giàng - Pú Hồng - Mường Nhà, Nà Tấu - Mường Đăng - Ngối Cáy - Ẳng Tở, Búng Lao - Mường Lạn - Xa Dung - Na Son, ĐT.150, and ĐT.143. By the end of 2025, the whole province will have more than 903km of roads, including 6 national highways and 12 provincial roads. The length of hardened roads has increased by nearly 900km compared to 2020, ensuring that 100% of communes and wards have car access to their centers.
The dynamic road project has a total investment of VND 1,300 billion with a total length of over 35km, including urban and non-urban sections. This project aims to complete infrastructure and strengthen regional links to create motivation for agriculture, forestry, trade, and tourism development. It is expected to be completed in the second quarter of 2026.
Package 8 of the dynamic road project has a length of over 6km and previously faced difficulties due to land clearance issues. However, with the drastic and synchronous involvement of local authorities, the entire project site has now been handed over to the contractor. Taking advantage of favorable conditions, the construction unit has mobilized maximum machinery and human resources to organize construction in three shifts to ensure progress matches the set plan.
For the 2025 - 2030 term, Điện Biên province continues to identify transportation infrastructure development as one of the three strategic breakthroughs. The primary focus is on large-scale transportation projects to strengthen regional links and shorten the connection time between Điện Biên and the lowland provinces. Two strategic projects prioritized are the Sơn La - Điện Biên - Tây Trang Border Gate expressway and the project to upgrade quốc lộ 12 to Cửa khẩu A Pa Chải.
Currently, the province is urgently preparing the investment for the Sơn La - Điện Biên - Tây Trang Border Gate expressway, which has a total length of approximately 80.7km. The project is designed with 4 lanes and a speed of 80km/h and is expected to pass through 6 communes and 2 wards. This project aims to complete the Hà Nội - Hòa Bình - Sơn La - Điện Biên expressway axis and connect with Tây Trang Border Gate. Relevant departments and local authorities are focusing on completing procedures to submit the investment policy for approval in the first quarter of 2026 and start construction on some items from the beginning of the second quarter of 2026. Communes and wards within the project scope are coordinating closely with provincial departments to provide information on land use, forests, and infrastructure while promoting communication so that people understand the importance of the project.
Recently, Điện Biên province had a meeting with the Deputy Prime Minister and relevant ministries to report on the investment for the first phase of the Sơn La - Điện Biên - Tây Trang Border Gate expressway. The government agreed to assign Điện Biên province as the lead agency for this investment according to current legal regulations. Based on this, the province is proactively preparing investment plans as the project owner.
When transportation infrastructure is invested in synchronously and key projects are put into operation, bottlenecks will be gradually removed. This will create a solid foundation for Điện Biên to develop in a green, smart, and sustainable direction while becoming a well-developed locality in the region.
