The province’s economy has maintained solid growth, with the economic structure shifting in a positive direction and per capita income rising steadily. In 2025, average income is projected to reach VND 54 million, up 62.8% from 2020.
Industrial production has been a key focus for investment, sustaining stable growth and becoming an important driver of the provincial economy. The value of industrial output in 2025 is expected to reach VND 4.486 billion, an average annual increase of 10.69%. The industrial production index for 2021-2025 is forecast to grow 12.82% annually.
Between 2021 and 2025, Điện Biên attracted investment in energy projects, including 14 hydropower plants with a combined capacity of 218.5 MW and total capital of more than VND 7.917 billion. Several new energy projects have been added to Vietnam’s national power development plan (Power Plan VIII). Agro-forestry processing has also advanced, with four agricultural processing plants built. One is already operating effectively, while three are slated to start by the end of 2025. Support for rural industries and handicrafts has been carried out regularly.

According to Vũ Hồng Sơn, Director of the provincial Department of Industry and Trade, industrial growth has been particularly strong: “In the first half of 2025, the industrial production index is estimated to have risen 11.32% year-on-year, making it the fastest-growing sector in the province. Key industries such as manufacturing, agro-processing, and energy have maintained stable momentum. In the coming months, we will continue reviewing and adjusting projects under the Power Plan VIII to align with sustainable energy goals. Work will also accelerate on hydropower projects, while two wind power plants with a combined capacity of 300MW are set to begin. At the same time, we will push forward agro-processing projects to add value and drive overall economic growth.”
One highlight in processing industries is the Điện Biên rubber latex processing plant, launched in May 2025 with a 2.5-hectare footprint and VND 60 billion in investment. The plant will have a designed capacity of 5,000 tons per year, including a drying system of 2 tons per hour. Once completed, it will handle latex output from both Điện Biên Rubber JSC and Mường Nhé - Điện Biên Rubber JSC, as well as local smallholder farmers. The project is expected to boost business efficiency while improving workers’ livelihoods.
Agriculture remains a cornerstone, laying the foundation for broader economic development. During 2021-2025, the sector has been restructured around key products, with an emphasis on productivity, quality, and efficiency. Technology adoption has advanced, and investment in agro-forestry has grown. Crop patterns have shifted toward higher value and quality, forming concentrated production zones linked to processing for staple products such as rice, tea, coffee, macadamia, and rubber. New production linkages are taking shape, creating jobs and raising rural incomes. The national “new rural development program” has been implemented comprehensively, delivering notable results.
Tourism has been identified as a spearhead sector and a highlight of socio-economic growth. The province has expanded tourism space, upgraded destinations, and developed distinctive, high-quality products. Điện Biên successfully hosted several major national and international events, most notably the 70th anniversary of the Điện Biên Phủ victory and National Tourism Year 2024. From 2021 to 2025, the province is expected to welcome more than 5.45 million visitors, generating over VND 9.4 trillion in revenue. In 2025 alone, it is projected to attract 1.45 million visitors (exceeding its target by 11.5%), bringing in VND 2.4 trillion.
Investment attraction remains the top priority for economic growth. From 2021 to 2025, the province has taken concrete steps to improve its business climate, with strong results. Total social development investment is estimated at over VND 95 trillion, nearly 89% higher than in 2016-2020. By the end of 2025, Điện Biên will have more than 1,450 enterprises (up 30%) with registered capital of VND 34 trillion (up 63%); 370 cooperatives (1.57 times more than before) with over VND 1.020 billion in capital; and 20,000 business households with over VND 2 trillion in capital. During this period, authorities granted licenses and approvals for 66 projects worth more than VND 25.69 trillion.
In the final months of 2025, based on its mid-year review, the provincial People’s Committee will adjust development scenarios to maximize potential and advantages. The focus is on identifying breakthrough areas and creating strong momentum for the home stretch, aiming to meet 2025 targets and the 2021-2025 plan. Điện Biên is striving to rise to the ranks of fairly developed provinces in the region in the coming years.
