Far from remaining mere slogans or symbolic movements, emulation efforts are being translated into tangible actions, clearly defined projects and tasks with specific accountability, closely aligned with political responsibilities and the development goals of each sector and locality.
Closely following the leadership and direction of the Government, the province has continued to guide agencies, units and localities in rolling out emulation movements across all aspects of social life. In economic development, localities are actively competing to tap their inherent potential and advantages, particularly in commodity agriculture and sustainable forestry. Many new production models and effective practices have been replicated, helping restructure crops and livestock toward higher added value, improving livelihoods, especially in rural areas and ethnic minority communities.
In Mường Chà commune, the emulation movement celebrating the 14th National Party Congress has been launched widely and closely linked to local political tasks. With strong determination, in early December, more than 70 local officials, civil servants and residents simultaneously joined efforts to establish a nursery producing six quintals of coffee seeds. Funded through socialized resources, all coffee seedlings will be distributed to more than 450 households for planting on registered areas. According to the plan, once the seedlings are well established, the commune aims to complete pit digging by May 30 and complete planting by June 30.
Vàng A Chính, Secretary of the Mường Chà commune Party Committee, said local cadres and people of all ethnic groups are highly determined to build and develop a concentrated, sustainable agricultural production zone, with coffee and macadamia - key, high value crops - at its core. By understanding public aspirations and intensifying outreach and advocacy, Mường Chà is gradually working toward its goal of developing 1,000 hectares of coffee during the 2025-2030 period, raising incomes, achieving sustainable poverty reduction and creating long term livelihoods.
Under Resolution No. 11-NQ/TU of the provincial Party Committee on restructuring agriculture toward concentrated, green, smart and sustainable commodity production for 2026-2030, with a vision to 2035, issued on December 31, 2025, Mường Chà in 2026 plans to plant 200 hectares of coffee and 20 hectares of macadamia - crops that had never previously taken root in the area. This is not merely an economic target but vivid evidence of the spirit of creative labor and the willingness to think boldly and act decisively among local officials and residents.
The vibrant emulation atmosphere has also spread strongly to key construction sites and projects across the province. At inter-level boarding school projects, contractors are accelerating progress to meet set timelines. For the Inter-level Ethnic Minority Boarding School (Primary and Lower Secondary) in Thanh Yên commune, after just over two months since groundbreaking, site leveling has reached about 90 percent completion, with foundation works at 70 percent. Remaining items are being implemented concurrently. The total executed value is estimated at around 30 percent of the workload. The project’s total investment is VND 200 billion, of which VND 50 billion allocated for 2025 was fully disbursed before December 31, 2025.
The contractor, Ánh Tuyết Consulting and Construction Co., Ltd., is mobilizing maximum manpower and equipment, organizing round-the-clock “three-shift, four-team” operations to ensure progress and quality. Phạm Văn Biên, site supervisor, noted that the company views this not as an ordinary construction project but as one of deep social significance, contributing to improved education quality for ethnic minority students. As such, all staff, engineers and workers are striving to complete the project on schedule, safely and effectively.
Across all fields, from Party building and social welfare to national defense and security, emulation movements are being carried out proactively and creatively, with tangible results as the benchmark. Patriotic emulation has also continued to thrive in the cultural and social sectors. The education sector is accelerating teaching and learning reforms to enhance overall education quality; teachers overcome hardships to stay close to villages and schools, dedicating themselves to educating children in highland and border areas. The health sector has launched emulation drives to improve medical examination and treatment quality; doctors and nurses uphold professional ethics and responsibility, gradually better meeting the growing healthcare needs of the public.
It can be affirmed that patriotic emulation movements across the province, oriented toward the 14th National Party Congress, are being implemented comprehensively, in a coordinated manner, and with increasing depth. With strong momentum, solidarity and determination, Điện Biên is working to turn emulation movements into concrete, practical achievements, making meaningful contributions to the success of the 14th National Party Congress and the country’s sustainable development in the new period.
