Điện Biên speeds up construction of inter-level schools

ĐBP - In recent days, on the construction sites of inter-level Primary - Secondary schools in border communes of Điện Biên province, the construction atmosphere has been taking place very urgently.

Under harsh weather conditions and complex terrain, investors and construction units are maximizing human and material resources, working overtime and extra shifts to accelerate progress, striving to complete the works according to the set plan.

The Project of Thanh Yên Ethnic Boarding Inter-level Primary and Secondary School is being accelerated by the construction unit. The work is built in Thanh Trường village, Thanh Yên commune on a total area of about 6ha, with a total investment of VND 200 billion from the Central budget. This is a large-scale project, expected to become a highlight regarding educational facilities in the region.

According to the design, the project includes many items such as: Building 30 new classrooms, 12 subject classrooms, library, equipment room, school counseling room, traditional room; boarding area for students; teacher housing area with 81 duty rooms along with technical infrastructure items, yards, water supply and drainage systems, and fire prevention and fighting. It is expected that in August 2026, the work will be completed and handed over for use, timely serving the opening of the 2026 - 2027 school year.

To implement the project, the total land area needed to be recovered is 59,064.9m2 from 34 households, individuals, and 1 organization. This is a stage of decisive significance to the general progress of the project. On November 14, 2025, the Project Management and Land Fund Development Board of Area 2 coordinated with relevant units to conduct an inventory of assets, trees, and crops on the land in the field of 34/35 households, individuals, and organizations with related rights and obligations. The inventoried area reached 57,065.8m2, corresponding to 97.6% of the set plan.

The Project of Si Pa Phìn Inter-level Primary and Secondary School currently has construction reaching 80% of the contract value.

Chu Đình Hùng, Acting Director of the Project Management and Land Fund Development Board of Area 2, said that to promptly remove difficulties and obstacles in compensation, support, and resettlement work, the Project Management Board has coordinated closely with the People’s Committee of Thanh Yên commune to promote propaganda, mobilization, and direct dialogue with households in the relocation area. The focus is on clarifying the guidelines, goals, and meaning of the project, while ensuring the legitimate and legal rights of the people in accordance with the law. The unit thoroughly grasps the motto “construction follows site clearance immediately,” being proactive and flexible in operation, not letting progress be interrupted.

In the field, the construction unit has completed about 80% of the ground leveling volume. The remaining area of about 1.7ha will be deployed immediately after completing site clearance of related households. Parallel with ground leveling work, the contractor has mobilized maximum machinery and human resources, organizing construction in many prongs and shifts to accelerate the progress of items. To date, the construction volume of the boundary wall surrounding the work reached about 50%; the primary level subject classroom block with 6 rooms is pouring columns; the primary level theory classroom block with 15 rooms has completed foundation concrete; the domestic water tank item is deploying tank wall steel construction, ensuring technical requirements.

At the construction site of Si Pa Phìn Inter-level Primary - Secondary School, the construction atmosphere is entering the acceleration phase. This is the first work implemented under the Politburo’s policy on building inter-level school systems in border communes. At the current time, the construction unit has mobilized nearly 30 vehicles, machines, and equipment of all kinds along with nearly 530 officers, engineers, and workers working continuously on the site.

According to the investor’s report, as of December 9, the ground leveling volume of the project reached over 97%. Many important items such as: Subject buildings, classrooms, administration buildings, boarding areas, multi-purpose houses, swimming pools, and canteens reached nearly 90% of construction volume. Some other items achieved progress from 70% - 95%. The total construction volume under the contract is estimated to reach 80% of the contract value.

Lê Hồng Thắng, Acting Director of the Project Management and Land Fund Development Board of Area 5, said: “Parallel with accelerating construction progress, the contractor has proactively ordered equipment serving teaching, learning, and boarding activities for students and teachers; swimming pool equipment, fire prevention and fighting equipment to timely install synchronously according to work progress. The total value of ordered equipment is about VND 25 billion. Up to the present time, the total capital plan arranged for the project reached over VND 208 billion, the disbursement rate reached 73%, basically meeting progress requirements and the goal of completing the project according to plan.”

Currently, projects of Ethnic Boarding Inter-level Primary - Secondary Schools in border communes such as: Thanh Nưa, Sín Thầu, Quảng Lâm, Nà Bủng, Nậm Kè, Mường Nhà, Núa Ngam, Sam Mứn are striving to accelerate progress, aiming for the goal of completion before August 30, 2026, to be put into use serving the 2026 - 2027 school year. When completed, the system of Ethnic Boarding Inter-level Primary - Secondary Schools in border communes will contribute to realizing the major guidelines of the Party and State aimed at narrowing the educational gap between favorable areas and especially difficult areas; creating a long-term foundation to develop human resources, maintain socio-political stability, and consolidate national defense - security posture at the Fatherland’s frontier.
