It can be seen that the province’s mindset and approach to investment promotion have changed, implemented drastically and methodically right from the early days of the 2025 - 2030 term. Thereby demonstrating high political determination in implementing the Resolution of the 15th provincial Party Congress.

In recent investment attraction work, the province clearly identified priority sectors, sticking close to the “green - smart - sustainable” development goal according to the spirit of the Resolution of the 15th provincial Party Congress. Instead of spreading resources thinly, the province focuses on calling for investment in sectors with competitive advantages and suitable for development trends, such as: Renewable energy, high-tech agriculture, processing industry, and exploiting resource values associated with tourism...

In the renewable energy sector, the province is actively coordinating with Central ministries, branches, and investors to implement large-scale wind power projects proposed by the Vestas Development A/S Company (Denmark). Three wind power plant projects in Điện Biên Đông, Mường Ảng, and Tìa Dình have been approved by the Provincial People’s Committee for survey, wind measurement, and planning supplementation policies, and have been synthesized by the Ministry of Industry and Trade to submit to the Government for approval. To date, 2/3 of the projects have submitted project implementation proposal dossiers.

Recently, in mid-December, the Secretary of the provincial Party Committee had a courtesy meeting with the Danish Ambassador to Vietnam. Leaders of the provincial People’s Committee also had a working session with the working delegation of the Danish Embassy. Điện Biên province committed to creating the most favorable conditions for investors during the process of implementing projects in the province. At the same time, requesting Vestas Development A/S Company to urgently complete project proposal procedures, showing the province’s determination in soon realizing projects and bringing investment resources into practical development.

Parallel to renewable energy, the province promotes attracting investment in high-tech agriculture, a sector identified as an important foundation for sustainable development. Early in December, the Secretary of the provincial Party Committee received the working delegation of the Mavin Group Joint Stock Company - one of the 10 largest foreign enterprises investing in agriculture in Vietnam. At the working session, Secretary of the provincial Party Committee Trần Tiến Dũng emphasized: Currently, the province is sticking close to the General Secretary’s directional guidelines to build Điện Biên into a “green - smart - sustainable” province by 2030. With this goal, Điện Biên agriculture currently possesses over 12,000ha of macadamia; over 8,000ha of coffee; in addition to many strong crops such as rubber, tea, and fruit trees. However, regarding high-quality, smart agricultural development, especially in the production and livestock sector, the province is still limited and lacks enterprises investing intensively in this field. Therefore, the Secretary of the provincial Party Committee wished and welcomed Mavin Company in particular, and foreign enterprises and investors in general, to pay attention to learning about and cooperating in investment.

Facing Điện Biên’s “open door” cooperation spirit in attracting investment, the Mavin Group Joint Stock Company agreed on the policy of investing in a high-tech livestock and processing complex project in Chiềng Sinh commune, with a total investment of about VND 400 - 450 billion. The project is designed according to a closed model, applying high technology, associated with environmental protection and creating sustainable livelihoods for local people. It is expected that after completing procedures, the project will be deployed in the first quarter of 2026.

Recently, the province welcomed the Pacific Construction Group (China), Waryu Japan Co., Ltd. (Japan), Gangwon-do Agricultural and Fishery Manpower Support Center (the Republic of Korea)... opening up many cooperation opportunities. This shows that the province’s investment environment is gradually creating trust with domestic and foreign enterprises.

Yan Jiehe, founder of Pacific Construction Group, during a survey in Điện Biên, highly appreciated the local economic development potential in many fields. Informing about the business trip, Yan Jiehe said: The group plans to establish a company in the Northwestern region, with an office in Điện Biên province. The company will research investment in building works exploiting hot spring potential, and simultaneously develop industrial zones in the province.

To achieve the above positive results in investment attraction and promotion, a notable point is the leading and accompanying role of provincial leaders. Provincial leaders directly contacted, worked, listened, and exchanged frankly with investors; introduced potential, clarified development orientations, committed support, and requested specific responsibilities for each project. The consistent message affirmed by provincial leaders is that Điện Biên always accompanies enterprises, creating the most favorable conditions within the legal framework; at the same time, wishing investors to deploy projects on schedule, ensuring quality, efficiency, and harmonious benefits with the locality.

It can be seen that right from the early days of the term, Điện Biên quickly “got to work,” with positive and clear movements. Investment attraction is deployed synchronously, with focus, associated with sustainable development goals and improving people’s lives. These initial results are positive signals, creating an important foundation for Điện Biên to continue concretizing the Resolution of the 15th Provincial Party Congress, opening up expectations for a new term with clear changes in socio-economic development, investment attraction, and improving growth quality.
