Điện Biên charts a green, smart and sustainable development path

ĐBP - The 15th Congress of the Điện Biên provincial Party Committee for the 2025-2030 term marks a milestone of special significance, opening a new development phase for the province toward a green, smart and sustainable economy, with the ambition of becoming a fairly developed province in the region. Based on the Congress Resolution, the provincial Party Committee has issued action programs and plans to translate the goals into concrete tasks, demonstrating strong determination to quickly bring the Resolution into practice.

Green development as the foundation

During the 2026-2030 period, green development has been chosen as the foundation of the province’s economic development strategy. The focus is on restructuring agriculture toward sustainability; improving quality, added value and competitiveness of agricultural products; protecting the environment and ecosystems; and creating stable livelihoods and higher incomes for rural residents. Priority is given to modern, clean and organic agriculture linked with agro-processing industries and climate change adaptation.

Under the targets for 2026-2030 with a vision to 2035, the province aims to form large scale, concentrated commodity production areas, including 40,000 hectares of macadamia, 20,000 hectares of coffee, 3,000 hectares of fruit trees and 6,500 hectares of vegetables. At the same time, it will gradually build databases for growing areas to improve management efficiency and production linkages, positioning Điện Biên as the province with the largest macadamia and Arabica coffee acreage nationwide.

By the end of 2025, the province had more than 8,000 hectares of coffee and over 12,000 hectares of macadamia. To meet the targets, Điện Biên needs to plant an average of 5,600 hectares of macadamia and 2,400 hectares of coffee each year - an ambitious task posing major challenges for specialized agencies and localities.

According to Lê Xuân Cảnh, Director of the Department of Agriculture and Environment, to achieve the targets, localities must focus on caring for and improving the efficiency of existing macadamia and coffee areas, while stepping up communication and outreach to gain public consensus on crop restructuring on upland fields and proactively securing land for key crops. Resources should be mobilized and used effectively, high quality seedlings prepared, and planting carried out within appropriate seasonal windows. Throughout implementation, the agriculture sector will continue to provide technical support and promptly address difficulties at the grassroots level.

Implementing agricultural restructuring during the 2021-2025 period, Quài Tở commune converted large areas of upland fields to coffee, macadamia and medicinal plants, gradually forming concentrated production zones. The commune currently has 1,635 hectares of coffee, 759 hectares of macadamia, along with various fruit trees and valuable medicinal plants grown under forest canopies.

Giàng A Dế, Secretary of the Quài Tở commune Party Committee, said that in the coming period, the commune will continue to accelerate agricultural restructuring, with a focus on converting upland fields to macadamia and coffee. To realize these goals, the locality will strengthen outreach and engagement with residents, work closely alongside farmers, flexibly integrate policies and funding sources, and attract business investment into agriculture.

Tourism as a spearhead, smart development as the driving force

Alongside agriculture, tourism has been identified as a spearhead economic sector. By 2030, the province aims to welcome around 8 million visitors, generate VND 15 trillion in tourism revenue, expand accommodation capacity and develop tourism zones and sites meeting standard requirements. The sector will gradually develop high quality tourism products, positioning Điện Biên as an attractive destination within the region and nationwide.

To achieve these goals, the province is rolling out a package of key measures: effectively implementing policies to support community-based tourism; investing in tourism infrastructure; developing tourism products linked with the preservation of ethnic cultural heritage; organizing cultural, sports and tourism events and festivals; and accelerating digital transformation, promotion, marketing and tourism linkages with domestic and international localities.

The launch of the Phiêng Lơi community-based tourism village (ĐBP ward) at the end of 2025 stands as a vivid example of implementing the Resolution of the 15th provincial Party Congress. Nguyễn Quang Hưng, member of the provincial Party Standing Committee and Secretary of the Điện Biên Phủ ward Party Committee, affirmed that the locality will continue to invest in completing infrastructure, preserving and promoting cultural values, and focusing on tourism skills training for residents, with the goal of turning Phiêng Lơi into an attractive destination rich in ethnic cultural identity.

To ensure the effective operation of development pillars, digital transformation has been identified as a cross-cutting driving force. Điện Biên province is promoting comprehensive digital transformation, from building digital government and reforming administrative procedures to developing the digital economy and digital society. The expanded application of information technology in urban management, agriculture, tourism, education and healthcare is helping improve state management efficiency, create greater convenience for people and businesses, and gradually narrow development gaps between regions.

Alongside economic development, the province is focusing on effective implementation of social security policies and sustainable poverty reduction, especially in ethnic minority areas, remote and border regions. Training and improving the quality of human resources are being prioritized to meet development requirements in the new context. Economic development is consistently linked with strengthening national defense and security, maintaining political stability and ensuring social order and safety.

From the beginning of 2026, the entire provincial political system has acted in a coordinated and decisive manner to bring the Congress Resolution swiftly into practice, strengthening Party leadership at all levels in tandem with accountability and role-modeling by cadres and Party members, especially heads of agencies and units. At the same time, the province is mobilizing the participation of businesses, cooperatives and the public, enhancing inspection and supervision, and promptly addressing obstacles and adjusting solutions to align with realities.

The road ahead remains challenging, but with a long term vision, sound direction and strong political resolve, Điện Biên is striving to create a robust transformation, steadily realizing its goals of green, smart and sustainable development and building an increasingly prosperous and civilized homeland in the new term.
