Điện Biên boosts production to welcome 14th National Party Congress

ĐBP - These days, across all villages from the lowlands to the highlands, the atmosphere of production emulation is spreading strongly. From rice fields and coffee hills to infrastructure projects and major developments, officials, party members, and ethnic groups in Điện Biên province are eagerly competing to achieve results to welcome the 14th National Party Congress, effectively turning political determination into concrete socio-economic development outcomes.

In the rice fields, farmers are entering the production season with a vibrant emulation spirit to celebrate the nation’s major festival. For this winter-spring crop, the entire province has sown nearly 9,800ha of rice, with the Mường Thanh field continuing its role as the key “rice bowl.” Responding to the movement, many localities have launched peak production phases linked to output and quality targets. Technical officials stay close to the fields to guide residents in applying new varieties, safe cultivation processes, water-saving techniques, and cost-reduction measures. Cooperatives are also proactively linking with businesses for consumption and building value chains from production to the market to help farmers feel secure.

Phạm Thiết Chùy, Chairman of the Sam Mứn commune People’s Committee, stated that identifying production emulation as a practical deed for the 14th Party Congress, the commune has built specific plans for each village, field, and production crop. The goal is to both complete and exceed the targets set by the Party Congresses at all levels, increase income for farmers, and transform Sam Mứn into a key commodity rice production area for Điện Biên.

Even in the highlands where conditions are difficult, the emulation movement remains lively. Internal roads are being renewed through land donations and labor contributions from the people, while models for medicinal plant cultivation, livestock husbandry, and beekeeping have been formed from the people’s determination to escape poverty. Every effective model and every household that achieves prosperity serves as a vivid testament to the spirit of patriotic emulation and welcoming the Party Congress with sustainable results.

This spirit has also spread strongly into the industrial, construction, and service sectors. On key project sites, including transport infrastructure and civil works, teams of engineers and workers are working urgently to ensure safety and quality while remaining determined to finish on schedule. Many units have launched emulation movements specifically to complete works in honor of the 14th Party Congress. In response, the Rural Electrification Project from the national grid in communes like Mường Pồn, Na Sang, Mường Tùng, Pa Ham, and Mường Lay ward is accelerating. This project aims to build 32 segments of medium-voltage lines totaling nearly 92km, 32 transformers with a total capacity of 1,650kVA, over 42km of low-voltage lines, and the installation of 1,587 meters for households.

Lê Hồng Nam, the Director of the Management Board for Project and Land Fund Development of Area 4, noted that despite capital difficulties, the Board is focused on removing obstacles and ensuring quality. He emphasized that this is a vital social security project that opens economic opportunities and improves lives in difficult regions, with the entire Board determined to bring the national grid to residents as a practical way to welcome the 14th Party Congress.

In trade and services, businesses and households are responding with innovation and creativity to improve service quality. Điện Biên’s OCOP products are being improved in terms of packaging and branding to expand markets, while young businesses are applying digital transformation to bring local products onto e-commerce platforms to connect with domestic and international markets. The movement also involves building a clean and strong Party, with provincial party committees linking production with learning from the ideology and style of Hồ Chí Minh. Every official and party member registers specific tasks and takes work efficiency as the measure of evaluation.

In education and health, this is reflected through improved quality in teaching and healthcare. Highland teachers overcome hardships to stay with their classes, and medical facilities promote the movement to innovate style and service attitudes to improve medical ethics and patient satisfaction. Welcoming the 14th Party Congress is not just about meeting immediate targets but also about creating momentum for Điện Biên’s new development. The province strives to achieve a GRDP of over 11.02%, an IIP increase of 18.52%, budget revenue of over VND 2,310 billion, and total social investment capital of approximately VND 25,000 billion in 2026. These targets contribute to the successful implementation of the country’s general goals.

The 14th National Party Congress is a major milestone opening a new development journey for the country. For Điện Biên, today’s emulation movement is a commitment through action, reflecting the determination of the Party, the government, and the people to build an increasingly prosperous and beautiful homeland worthy of its heroic historical tradition.
