Creating new development space

ĐBP - Identifying transportation infrastructure development as a strategic breakthrough, in recent years, Điện Biên province has focused on prioritizing investment resources in a synchronous direction, step-by-step removing connectivity “bottlenecks.”

From aviation, the national and provincial highway systems to the rural traffic network, the province’s traffic appearance is increasingly flourishing, creating a solid foundation, expanding development space, and becoming an important driving force promoting Điện Biên’s socio-economic development in a fast and sustainable direction.

The year 2023 was an important milestone in the development of Điện Biên’s transportation infrastructure, when Điện Biên Airport completed investment and upgrading, meeting the requirements for operating large aircraft such as A320 and A321. The work is likened to the “sky door” of the Northwest region, helping to shorten travel time and strengthen rapid connectivity between Điện Biên and major economic centers across the country. Thereby opening up new momentum for development, especially in the fields of tourism, trade, and investment attraction of the province.

Along with aviation, in the 2021 - 2025 period, Điện Biên province focused on investing in constructing a series of key transportation infrastructure projects with regional connectivity and linkage, contributing to shortening the distance between difficult areas and central areas. To date, many projects have been completed and put into operation, promoting investment efficiency, creating favorable conditions for people to travel and trade, and becoming an important driving force promoting local socio-economic development. Typical projects include: Renovation and upgrading of the National Highway 12D section; Phì Nhừ - Phình Giàng - Pú Hồng - Mường Nhà road (segment 2); upgrading the Nà Tấu - Mường Đăng - Ngối Cáy - Ẳng Tở route (ĐT.146C); renovation and upgrading of ĐT.146 Búng Lao - Mường Lạn - Xa Dung - Na Son; upgrading ĐT.150 section Km38 - Km52 (former Mường Chà district); renovation and upgrading of ĐT.143 Noong Bua - Pú Nhi - Noong U - Na Son...

Provincial road route ĐT.143 is a vital traffic axis connecting the provincial center with eastern highland communes such as Pu Nhi and Na Son. The route was renovated, upgraded, and completed, put into use in 2024, meeting grade IV mountainous road standards. The project creates motivation for economic development in communes bordering the center, ensuring the circulation of goods between neighboring areas to the center, and step-by-step exploiting the eco-tourism potential of the Him Lam, Pá Khoang, Nậm Ngám, Nong U areas and vicinity. From a narrow earthen road, muddy every rainy season, now provincial road ĐT.143 has been expanded and clear, the road surface solidly paved with asphalt, and the drainage system, talus, and signs invested synchronously to ensure favorable car circulation all year round. Thereby, opening up opportunities for trade and agricultural product consumption, promoting socio-economic development, and step-by-step improving the lives of people in highland communes still facing many difficulties.

Lò Văn Hoài, Nậm Ngám village, Pu Nhi commune, said: “Previously, every time the rainy season came, the road became muddy and slippery, making it extremely hard for people to travel from the commune to the central area. Since the end of 2024, the route has been invested in expansion, allowing people to travel conveniently and safely throughout all 4 seasons, contributing to clearly improving living and trading conditions in the area.”

Parallel with focusing on provincial routes, in recent years, Điện Biên province has also concentrated resources to invest synchronously in the inter-commune and inter-village road system. To date, 100% of communes have car roads to the center. In the 2021 - 2025 period, the whole province had more than 800km of rural roads newly built and upgraded, along with thousands of kilometers of roads hardened, contributing to fundamentally changing the appearance of mountainous rural areas, creating favorable conditions for production development and improving people’s lives.

The inter-commune route Nặm Lịch - Mường Lạn (now belonging to Mường Lạn commune) after upgrading has become an important traffic connection of the region. Previously, the distance had to be traveled in a long loop; now, people’s travel has become more convenient, and travel time has been significantly shortened. The new route ensures smooth circulation of goods, while opening opportunities for people in the highland area of Mường Lạn commune to access medical and educational services more easily, step-by-step improving the quality of life, contributing to promoting local socio-economic development.

Lò Văn Thân, Nhộp village, Mường Lạn commune, said: “Previously, when there was no connecting road from Nặm Lịch to the commune center, people traveled very hard. Since the route was invested in, upgraded, and put into use, the travel distance has been shortened by more than 10km, helping people travel more conveniently and safely.”

According to the report of the Department of Construction, in the 2021 - 2025 period, Điện Biên province prioritized 20.8% of the local budget and more than 43% of public investment capital from the central budget for transport works. To date, the whole province has over 9,200km of traffic roads, an increase of nearly 900km compared to the beginning of the term.

In the 2021 - 2025 period, Điện Biên province’s transport infrastructure system received attention for synchronous and comprehensive investment from aviation to road transport. In the aviation sector, the province completed the upgrading of Điện Biên Airport, strengthening connections with major economic centers of the country. Regarding road transport, both the investment scale and the quality of transport infrastructure increased compared to 2020. National highways in the area were renovated, upgraded, and repaired, contributing to improving transport capacity and ensuring traffic safety, thereby connecting the center closer to difficult areas, creating new development room, and promoting the province’s socio-economic development.

In the 2026 - 2030 period, Điện Biên province continues to identify the development of synchronous, modern, and sustainable transport infrastructure as a key task, creating a breakthrough for socio-economic development. The focus is on prioritizing investment in strategic transport works, including the Sơn La - Điện Biên - Tây Trang Border Gate expressway; the route connecting National Highway 12 with A Pa Chải - Long Phú Border Gate and A Pa Chải Border Gate Economic Zone, while step-by-step perfecting the inter-regional, inter-commune, and rural traffic network. With the high political determination of the entire political system and the consensus of the people, transport infrastructure is expected to continue playing the role of an important “lever,” creating a solid foundation for Điện Biên to break through in the new development stage.
