Building a digital economy: Enterprises at the heart of Điện Biên’s shift

ĐBP - Today, with just a few taps on a smartphone, people can pay electricity bills, shop online, submit administrative fees, or pay for public services without having to visit transaction counters. These changes in payment methods are the result of the development and growing maturity of the digital technology enterprise community in Điện Biên province.

VNPT Điện Biên is one of the pioneering enterprises that has taken the lead in implementing digital transformation solutions closely aligned with the practical needs of residents and businesses. Specifically, VNPT Điện Biên has actively expanded online payment and digital collection services to deliver maximum convenience to consumers and customers. From telecom service payments to fees and charges in public administration, education, and healthcare, the solutions deployed by the company have become increasingly diverse, ensuring speed, convenience, and security. Among them, payments via the VNPT Money e-wallet, electronic receipts, and electronic invoices are strongly encouraged thanks to their outstanding advantages and alignment with the cashless transaction trend.

In Điện Biên province, VNPT Money has become one of the four licensed payment intermediaries selected to provide electronic payment services on the National Public Service Portal at dichvucong.gov.vn. Its integration and deployment of level 4 online public service payments on the portal underscore the role of digital technology enterprises in accompanying the Government, ministries, sectors, and local authorities in completing e-government and advancing toward a digital government.

In recent years, the provincial People’s Committee has rolled out comprehensive tasks to operationalize Resolution No.13-NQ/TU dated October 1, 2021, issued by the Standing Board of the provincial Party Committee on digital transformation in Điện Biên province through 2025, with a vision toward 2030. As a result, the province has achieved notable outcomes, with digital technology enterprises making significant contributions to economic development, clearly reflected in key economic indicators. The share of the digital economy’s value added in the province’s GRDP has grown steadily, rising from 11.5% in 2024 and projected to reach 14% in 2025. This serves as a critical foundation for Điện Biên to pursue the goal of the digital economy accounting for 20% of GRDP by 2030, as set out in the Resolution of the 15th provincial Party Congress.

In agriculture, the imprint of digital technology is becoming increasingly evident. Enterprises have supported 88 OCOP entities in the province in promoting their products on e-commerce platforms and digital marketplaces. The issuance of 16 growing area codes for key crops such as oranges, pomelos, tea, coffee, and rice, combined with traceability systems, has helped enhance the value and credibility of Điện Biên’s agricultural products in the market. Notably, the development of five product traceability processes for cooperatives, enterprises, and production facilities, including Hồng Kỳ International Coffee Joint Stock Company and Ha Chung Coffee has enabled these entities to successfully connect with the National Product and Goods Traceability Information Portal.

Alongside improvements in management efficiency and transaction processes, digital technology enterprises have also directly contributed to transforming production methods. According to statistics from the Department of Science and Technology, in 2025, seven enterprises in the province implemented technological innovation activities, with 38 new technologies transferred and applied in production and business operations. These innovations have helped improve productivity and product quality while gradually strengthening the competitiveness of local enterprises.

Currently, Điện Biên province is home to 45 active digital technology enterprises, including 27 companies providing telecommunications and information technology services and 18 enterprises developing digital platforms, most of which are small and medium-sized enterprises. The proportion of SMEs using digital platforms exceeds 84%, while 98.9% of businesses now file taxes electronically. These results demonstrate that digital transformation has been effectively embedded in the production and business activities of enterprises across the province. They also reflect the concerted efforts of the entire political system, with the digital technology enterprise community playing a pivotal role.

Overall, digital technology enterprises are playing an increasingly important role in the socio-economic development of Điện Biên province. Continuing to create favorable conditions for the growth of the digital enterprise community will be key to driving digital transformation in greater depth and substance, contributing to the development of a greener and more sustainable Điện Biên in the years ahead.
