The Bính Ngọ Spring of 2026 unfolds as the province stands before a blend of opportunities and challenges, requiring significant effort and high resolve from the entire political system to realize the aspiration for rapid and sustainable development.
The year 2025 was a significant period for completing the socio-economic development goals established by the Resolution of the 14th provincial Party Committee Congress. Despite the harsh natural conditions and complex disasters that plagued the region, the province achieved positive and comprehensive results across various fields under the close leadership of the provincial Party Committee and the decisive management of the provincial People’s Committee. The provincial economy maintained its growth momentum, with the Gross Regional Domestic Product (GRDP) for 2025 estimated at nearly VND 17,662 billion, representing an 8.51% increase over 2024. Simultaneously, the per capita GRDP reached nearly VND 53 million per year.
The economic structure shifted positively, with the agriculture, forestry, and fishery sectors continuing to play a vital role. This sector transitioned effectively from small-scale production to commodity-based agriculture, focusing on high-value products like Điện Biên rice, coffee, macadamia, tea, and honey. These products have asserted their brands and competitiveness, significantly improving rural incomes. In the forestry sector, the province strictly managed 434,005 hectares of forest, ensuring environmental security and providing sustainable livelihoods for highland and border residents.
Industry, construction, and services also saw positive growth, supported by continued investment in infrastructure and an improved investment climate. Tourism remained a standout feature, as large-scale events like the Hoa Ban Festival and the Northwestern Essence Festival promoted the image of Điện Biên and attracted a steady influx of visitors. Furthermore, the province reached a record-high PAR Index of 88.23 points, reflecting enhanced administrative efficiency and public satisfaction.
The implementation of the two-level local government model has created a leaner and more effective apparatus. Digital transformation made significant strides, with the digital economy now accounting for approximately 14% of the provincial GRDP. This provides a crucial foundation for the next stage of development. While severe cold and floods caused heavy damage in 2025, authorities focused heavily on recovery and social security, successfully reducing the poverty rate to 17.66% by the end of the year.
Moving into 2026, the provincial Party Committee has set an ambitious GRDP growth target of 11.02%, aiming for a per capita income of nearly VND 60 million per year. The province expects to welcome over 1.6 million tourists and generate total social investment capital of approximately VND 25,000 billion. The digital economy is projected to expand to 17% of the GRDP, highlighting the province’s commitment to modernization.
