By deeply grasping the guidelines and resolutions of the Central government, the provincial Party Committee has focused on leading and directing the synchronous and comprehensive implementation of Party building and the political system, closely linked with local practical requirements, thereby creating a clear shift from perception to action.

During the 2020 - 2025 term, Party building in terms of politics, ideology, and ethics within the province received significant attention and achieved many positive results. The provincial Party Committee focused on strongly innovating the content and methods of researching, disseminating, and organizing the study of Party resolutions, directives, and conclusions, which contributed to enhancing the perception and political bravery of the contingent of officials, party members, and people.

The recorded results show that 100% of party committees and organizations, over 95.5% of officials and party members, and approximately 80% of the masses have studied and absorbed the Party’s leadership and direction documents. Furthermore, the effort to study and follow Hồ Chí Minh’s thought, ethics, and style under Directive No.05-CT/TW continued to be promoted and deepened, creating a visible transition in both awareness and behavior across the province.

The work of grasping and orienting the ideological situation among officials and the public was carried out promptly, especially during the process of streamlining the organizational apparatus and building a two-tier local government. The province has been proactive and positive in the struggle to protect the Party’s ideological foundation while simultaneously strengthening the prevention of corruption, waste, and negativity to resolutely prevent “self-evolution” and “self-transformation” within the internal ranks.

Entering the 2025 - 2030 term, Điện Biên steps onto a new path of development with opportunities intertwined with challenges, placing high demands on leadership, management, and the building of the political system. Faced with these requirements, the Provincial Party Committee continues to identify Party building as the core task and foundation for stable development. The consistent goal is to improve the leadership capacity of the Party Committee, promote the strength of great national unity, and effectively exploit potentials to drive socio-economic development while unceasingly improving the material and spiritual lives of people.

The province strives for Điện Biên to become a province developing toward a green, smart, and sustainable economy by 2030, positioning itself as one of the region’s tourism centers and rising to become a well-developed province in the area. To reach this vision, the provincial Party Committee has set major targets, such as having over 90% of party organizations and members complete their tasks well or better annually, and maintaining an average annual recruitment of new members at 4% of the total membership. By 2030, the aim is for 90% of village heads to be party members while ensuring high-quality party organizations in 100% of villages and residential groups. Economic growth is targeted to reach 10% to 11% per year, with the GRDP per capita in 2030 reaching VND 115 million.

To realize these goals, the Điện Biên provincial Party Committee identifies key solutions including performing well in organizational apparatus tasks and payroll management linked to job positions. The province is focusing on creating an honest, serving, and developmental government that is truly “of people, by people, and for people.” The two-tier administrative apparatus is organized to be lean and modern, operating on the principles of “one unified system - one single data - one seamless service.”

Management thinking is shifting strongly toward creative governance and comprehensive digital transformation. Officials, civil servants, and public employees are being provided with enhanced capacity and worthy remuneration, combined with strict discipline, to create a dedicated public service environment. Building a clean and strong Party and political system is not just a requirement of principle; it is the bedrock of success for the province’s new developmental stage.

With high political determination and the consensus of people, the provincial Party Committee continues to affirm its role as the leading nucleus to arouse development aspirations and realize its green and sustainable economic goals.
