Strengthening military-civilian ties in border area

ĐBP - Organizing military training march associated with mass mobilization is an annual and meaningful program conducted by Regiment 82 (Division 355, Military Region 2) during days before a Lunar New Year (Tet) holiday.

By arriving in grassroots level localities and living alongside local residents, Uncle Hồ’s soldiers have left a sound impression through practical efforts such as building roads, repairing houses, and supporting production activities.

In recent days, the atmosphere in Na Ư Commune, a border area in Điện Biên District, Điện Biên Province, became livelier thanks for the present of soldiers. For nearly 20 days of “eating together, living together, and working together” with people of Na Ư Commune, officers and soldiers from Battalion 3, Regiment 82, enthusiastically carried out various programs to support the residents, fostering the military-civilian ties.

Officers and soldiers of Battalion 3, Regiment 82, collaborated with local residents to repair landslide-affected sections on the road leading to the center of Na Ư Commune.

During the rainy season of 2024, multiple landslides occurred along the road from National Highway 279 to the center of Na Ư Commune. Some landslides were so severe that residents could not clear them, obstructing local people’s travelling and transportation activities. Soil and rocks also buried parts of the irrigation canal system, disrupting their agricultural production.

Upon arriving in the commune, officers and soldiers of Battalion 3 coordinated with local authorities to address and clear landslides at affected locations. Through the determination of the soldiers and residents, main roads in the commune’s center were quickly cleared, cleaned; and all landslide points were fully resolved.

Na Ư Village in Na Ư Commune has 90 hectares of rice paddy fields, including over 15 hectares of two-crop fields. During the recent rainy season, soil and rocks from uphill slopes had slid down, burying several sections of irrigation canals supplying water to the fields. After soldiers’ arrival, Na Ư Village urged their support in clearing and dredging the canals.

Mr. Ly A Pó, Head of Na Ư Village, shared: “The soldiers helped the villagers clean the environment and overcome the consequences of landslides to ensure smooth traffic. Notably, officers and soldiers of Battalion 3 supported the village by dredging and clearing irrigation canals to provide water for the winter-spring crop. They also repaired and expanded 5 kilometers of roads, making them easier for residents to travel.”

Officers and soldiers of Battalion 3, Regiment 82, assist the Na Ư Commune People’s Committee in setting up and decorating campsites and cleaning grounds for the 5th Điện Biên District’s Mông Ethnic Cultural Exchange Festival.

This spring, Na Ư Commune was chosen by the People’s Committee of Điện Biên District to host the 5th Mông Ethnic Cultural Exchange Festival. During the preparation work, officers and soldiers of Battalion 3 assisted the Na Ư Commune People’s Committee in setting up and decorating campsites and cleaning grounds for the organization of the event.

Mr. Sùng A Di, Chairman of the Na Ư Commune People’s Committee, said: “Thanks to the enthusiastic support of Uncle Hồ’s soldiers, the preparation for the festival proceeded smoothly and quickly. As a result, the People’s Committee successfully hosted the event.”

Púng Bửa Village is home to Chua Ta Cave, a captivating tourist attraction. However, as a highland village, its challenging roads make access difficult for visitors wanting to explore the cave. When soldiers arrived in the commune, people of Púng Bửa asked for help to repair the road leading to the village and the path from the village to the cave. In response, Battalion 3 deployed 15 soldiers to collaborate with local residents to repair and upgrade 8 kilometers of road from the commune center to the village and 1 kilometer of road to Chua Ta Cave.

In addition to their community assistance programs, Battalion 3 also held a dissemination drive to raise local people’s awareness of the Party’s guidelines, State’s policies and laws, including the Law on Military Service, the Law on Marriage and Family, the Law on Drug Prevention and Control, as well as policies on ethnic and religious issues. The battalion’s troops also participated in sports and cultural and artistic exchanges with local officials and residents.

Captain Nguyễn Hữu Dương, Second-in-command of Battalion 3 underlined that, in order to ensure the effectiveness of the mission, Regiment 82’s chain-of-command built a detailed plan and assigned forces to coordinate with local Party Committee and authorities. This included conducting on-site surveys to assess specific workload; and notifying local agencies, organizations, and military units stationed in the area about the mission's timeline. Additionally, the unit organized meetings to brief all officers and soldiers on their assigned tasks, local customs, and traditions, while fostering troops’ political stance, determination, and responsibility to overcome challenges and complete the mission. Thanks to these efforts, the unit successfully fulfilled 100% of the set plan.

Soldiers build a road in Na Ư commune.

Reportedly, regarding its mass mobilization performance, Regiment 82 often selects border communes facing exceptional difficulties to support local people in developing production, eradicating poverty, and building new-style rural areas. These practical and meaningful activities have strengthened the military-civilian relationship, contributing to the reinforcement of the people's heart posture in Điện Biên Province.
